General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families. 

Job purpose:

The Syria Supply Chain Manager Manager’s primary responsibility is to establish and maintain an effective communication channel between Turkiye and Syria to facilitate the smooth delivery of commodities (both procured and donated) into Syria. The Syria Supply Chain Manager is also responsible to manage and oversee the smooth operation of day-to-day GOAL transport functions in Offices in Turkiye. The Supply Chain Manager is also responsible to maintain an effective, efficient, compliant, safe, secure, operating environment in GOAL SY Programme offices.

Duties, objectives, and competencies

Supply Planning & Coordination:

Coordinate the delivery of all purchases and DIK into Syria between, Procurement, Programmes and Warehousing teams:

  • Ensure that all cross-border shipments are smoothly implemented
  • Ensure that the warehouse teams receive sufficient forward notice for all deliveries (procurements and DIK),
  • Ensure that the warehouse team provides timely and accurate information on stocks received, dispatched and balances in stores,
  • Act as a conduit for Programme staff for information on supplies, delivery plans/schedules etc. Ensure that there is a clear flow of information on deliveries.
  • Prepare CVA Purchase Orders and payments.
  • Prepare Supply contract payments.

Quality Control:

  • Oversee the Supply staff and ensure that effective quality control systems are in place to provide reassurance that all goods received conform with supply agreements.
  • Ensure that there is a link between the Supply staff and the programme teams and other members of the logistics team to ensuring that appropriate quality standards (donor requirements, national standards, international norms etc.) are established/maintained for all supply contracts,
  • Ensure that there is a strong link between the Supply staff and the Procurement Department and the Programme teams to identify and register all approved samples for future comparison purposes,
  • Ensure there is an appropriate quality control testing regime to verify conformity with established standards,
  • Ensure that all Batch Numbers of supplies received by GOAL are tracked and ensure that samples have been tested for each batch received,
  • Ensure shipping summary reports and confirmation that all quality control and donor requirements have been completed before payments are made to suppliers.

Fleet Management:

Oversee the smooth operation of day-to-day GOAL transport functions in Offices in Turkey (both GOALs fleet and external transport services):

  • Ensure that efficient transport management plans are prepared,
  • Ensure that an effective system is put in place for the transfer of material and goods between GOAL offices in Turkey,
  • Ensure that all GOAL Standard Operating Procedures (SOP) with regards to safety and security of transportation are implemented and adhered to in the Goal Turkey Offices,
  • Ensure that accurate and timely monthly Fleet reports are prepared,
  • Ensure GOAL Antakya Offices' cargo movement and related payments has been completed by team
  • Tracking of vehicle fuel, logbooks, Check sheets and all relevant documents according to GOAL Standard Operating Procedures (SOP) with regards to safety and security of transportation
  • Ensure that preparation of the drivers' timesheet and overtime is done on time
  • Ensure that the team update Fleet App and ensuring all data are accurate
  • Arranging mandatory trainings for drivers and checking their health test according to GOAL policies

Office Management and administration

Oversee and facilitate the functioning of the GOAL SY Programme Offices

  • Oversee any administrative functions for the GOAL SY Programme offices,
  • Oversee that the GOAL Syria Programme facilities is fully operational with all utilities functioning properly,
  • Support system functions within the office, liaise with technical departments to ensure that systems staff in the office have adequate support.
  • Support the induction of new staff in the office and ensure adequate workspace and relevant equipment is provided,
  • Oversee that facilities meet government regulations and environmental, health and security standards and assist with the energy management as directed by the OHS Focal Point.
  • Oversee timely repairs and maintenance of premises, ensure services are functional, utilities are paid etc.
  • Support the relocation of premises if needed,
  • Follow up with Logistics staff that routine maintenance of the equipment that require regular maintenance in premises e.g., air conditioners.

Field Warehouse Support:

Work with the Field Logistics Manager and the Deputy Field Logistics Manager Warehousing to:

  • Strengthen existing systems and procedures to ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements.
  • Develop the capacity of the warehouse team to ensure stores systems and procedures are adequately managed and reported on in compliance with GOAL’s Logistics Manual and in accordance with donor requirements,
  • Support the warehouse team in Syria to liaise with the team in Turkey and ensure that all requests and support is followed up from both sides,

Logistics Stock and Store management

Ensure that all GOAL Syria Program stores and stocks in Turkey are properly managed and maintained, minimising losses, and ensuring programmes have access to stocks, and stock records, as and when required:

  • Support the Logistics Coordinator establish and maintain adequate storage capacity for evolving programme needs.
  • Ensure stock is received into, and issued from, stores in accordance with GOAL logistics manual and procedures,
  • Ensure that accurate stock records (GRN, Waybills, stock cards etc.) are maintained as per the GOAL logistics manual and procedures,

Other 

  • Oversee and support Sr. Logistics Officer on Asset Management.
  • Any other tasks given by Line manager.

Requirements (essential)

  • Proven experience in logistics or supply chain management. Previous (I) NGO experience in a similar context is a plus.
  • Previous experience in team management (min 4 staffs)
  • Previous minimum 5-year experience working in logistics and supply chain and excellent knowledge of the standard logistics and supply chain procedures.
  • Ability to manage and prioritise a varied workload in a dynamic work environment.
  • Excellent attention to detail.
  • Must have strong interpersonal skills to motivate and instruct employees in the organization.
  • Turkish nationality
  • Bachelor's degree
  • High-level computer skills on MS Office programs especially Excel
  • Fluency in Turkish, English both written and spoken
