Basic Function:
To provide leadership, management and accountability of the County’s recreational services (Community Programs, Seniors Centres, Facility Booking and Customer Service). As a member of the department’s management team, advises, recommends and manages matters pertaining to personnel, administration, revenue generation and departmental strategic priorities. Responsible for analyzing the recreational needs of residents of Norfolk County; including development, supervision, evaluation and oversight of all recreation programming and associated services.
Position Description:
- Develop, supervise, evaluate and oversee all customer relations, and recreation programming for residents of Norfolk County.
- Research and analyze trends, technical standards, legislative changes, and business practices to present new opportunities and safeguard the Corporation’s interests and exposure to liability.
- Develop standards and best practices for the provision of quality programs and services.
- Design, implement, and analyze customer evaluation systems to facilitate continuous improvement.
- Responsible for short and long-term planning, management, coordination, administration, operation and the delivery of all community programs and services to ensure performance and quality.
- Responsible for day-to-day coordination and operation of all functions and uses of the Simcoe Recreation Centre including customer service.
- Responsible for the management of the facility booking process for all recreation facilities, including arenas, community halls and meeting rooms, pools, pavilions, and sports fields
- Responsible for overseeing marketing and promotions strategies, services and sales functions including program registration, facility permitting, and customer services that support all department services.
- Responsible for ensuring equal access to services for vulnerable individuals with special needs (in compliance with AODA), financial challenges, or at risk by developing and implementing various supports as well as ensuring adequate training for staff and volunteers to foster a welcoming, inclusive culture for all program participants.
- Responsible for the management of administrative systems including technology implementation for Recreation related sales and service – (i.e. Account Manager for Recreation management software system).
- Responsible for job specific health and safety training for Recreation staff (e.g., crisis intervention)
- Develop, implement and monitor staff work plans in accordance with Departmental and Corporate Strategic Plan initiatives.
- Ensures effective and efficient responses to phone, e-mail and front counter inquiries, including the resolution of customer service conflicts referred to the department from ServiceNorfolk, Council or Director.
- Recruit, train, manage, coach and provide guidance to promote effective employee relations and encourage increased moral, innovation and productivity to meet business needs within the Recreation Department.
- Provide leadership on behalf of the Department with regard to the interpretation of Provincial and Federal standards and legislation providing the County’s official position on recreation services and facility provision.
- Consult and collaborate with all levels of government and community groups and agencies to maximize funding opportunities, coordinate service provision and access to current resources and research to optimize opportunities and benefits to residents.
- Accountable for development, implementation and monitoring of Departmental and Corporate policies, procedures and standards of practice.
- Assists Director on the annual preparation of the department’s annual Operating and Capital Budget, variance report and Capital Forecasting for the County’s recreation services requirements.
- Available to Recreation staff for crisis support, physical/behaviour interventions, hands-on assistance, and decision-making in program delivery.
- Review documentation of incident/accidents reports for community and user groups. Apply appropriate follow-up actions and guidance with teams, volunteers and customers, modifying programs and services to ensure safe operation during programs and services.
- Prepare reports for the Director, Senior Leadership Team, and/or County Council, which may include the collection and analysis of data, customer satisfaction, revenue and expenses, etc.
- Act as a Norfolk County representative on external committees, associations and working groups to gather information, discuss emerging trends, best practices, and challenges, and to develop partnerships.
- Participates in regular weekend supervisory rotations, and vacation coverage for all Recreation Department Supervisors and fulfills the role of Acting Director on a rotational basis or in the absence of the Director.
- Other duties as assigned.
Requirements
Knowledge and Experience:
- Post secondary degree in Recreation and/or Leisure Studies or related field
- Minimum three (3) years of directly related experience, preferably in a municipal setting
- Minimum one (1) year of supervisory experience
- Standard First Aid and CPR certifications
- Professional accreditation, certification and/or related experience in any of the following areas: Parks and Recreation Management, Therapeutic Recreation, Leadership Training, Fitness and/or Older Adult Certifications, High Five, Quest 2, CALA, National Lifeguard, Lifesaving Instructors, Aquatic Supervisory Training, considered an asset
- Experience with XPLOR Recreation Management Software, considered an asset
Skills and Abilities:
- Knowledge of all legislative/regulatory standards, policies and guidelines relevant to municipal recreation.
- Demonstrated experience as a leader who inspires and challenges others to achieve their full potential and can assist the department in meeting the strategic priorities of the County.
- Demonstrated ability to exercise discretion and tact and always maintain a high degree of confidentiality, complying with all applicable privacy legislation and corporate policies and procedures
- Strong interpersonal skills, supervisory, leadership and team building skills required.
- Experience in developing work processes and conducting business process reviews, advising on and supporting the implementation of new tools.
- Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
- Proven leadership and facilitation skills in order to negotiate positive outcomes.
- Effective oral communication and strong interpersonal skills to deal with members of the public, staff, council and senior government.
- Excellent written communication skills; attention to detail and accuracy
- Demonstrated time-management and problem-solving skills with the ability to prioritize workloads and meet deadlines with minimal supervision
- A demonstrated ability to contribute to and build upon a positive and healthy work environment
- A demonstrated understanding of the principles and best practices of human resource management, community development, program and event planning and facility maintenance.
- Ability to deal with individuals and families in distress and at risk.
- Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents.
- Must be aware of safe work practices as they relate to job responsibilities and work environment and have the basic understanding of the Occupational Health and Safety Act.
