Position Overview:
The Subcontract Manager will be responsible for overseeing the procurement and management of subcontractors across various contracts. This role involves managing the full subcontract lifecycle, from sourcing and negotiation to performance monitoring and compliance with contractual obligations. The Subcontract Manager will collaborate closely with internal stakeholders, such as project managers, contract administrators, finance, and executive management, to ensure successful execution and delivery of services or goods by subcontractors in accordance with contract goals and timelines. This is an individual contributor role with room for growth.
Responsibilities Include:
- Oversee the drafting, review, negotiation, and execution of subcontracts, including but not limited to service agreements, reseller agreements, and partnership agreements.
- Identify and mitigate potential risks within subcontract terms and conditions, propose solutions, and make recommendations to management to ensure risk is appropriately mitigated throughout the subcontract lifecycle.
- Identify, evaluate, and select qualified subcontractors to support contract needs. Conduct market research to find the most suitable partners, balancing cost, quality, and delivery.
- Lead negotiations on pricing and terms and conditions with subcontractors to secure a favorable agreement. Prepare, review, and administer subcontract agreements to ensure alignment with contract objectives and company policies.
- Monitor subcontractor performance against established benchmarks (cost, quality, timeline). Address issues related to delays, non-compliance, or other performance deficiencies in a timely manner, implementing corrective actions as necessary.
- Identify and mitigate risks related to subcontractor performance, financial health, and compliance. Develop and implement risk management strategies to minimize potential project disruptions.
- Ensure all subcontracts comply with company policies, government regulations, and applicable legal standards, including FAR/DFARS for government contracts.
- Build and maintain accurate and compliant subcontract files, with records of all subcontract activities, including amendments, renewals, terminations, price analysis, and procurement summaries within the company’s Procure 2 Pay system.
- Foster strong relationships with subcontractors, acting as the primary point of contact. Ensure clear communication and collaboration to achieve mutual project success.
- Participate in the preparation of solicitation documentation related to subcontractors.
- Collaborate with cross-functional teams, including executive leadership, finance, procurement, program managers, compliance, and operations to support contract objectives.
- Ability to exercise independent judgement in decisions making and work autonomously with guidance only for the most complex situations.
- Assist with internal and external audits related to subcontract compliance and provide the necessary documentation.
- Continuously assess and improve subcontract administration process to enhance efficiency and reduce risks.
Minimum Qualifications:
- BA/BS degree in business administration or related field, or equal relevant experience and professional training.
- 8+ years of professional experience in subcontract management, procurement, or supply chain preferably in a similar industry (e.g. defense, aerospace). With proven experience managing high-value, complex subcontracts.
- Thorough knowledge of FAR, DFARS, relevant contract laws and regulations.
- Expert level ability with Microsoft Office Suite.
- Excellent verbal and written communication skills, with the ability to influence stakeholders at all levels.
- Strong analytical and problem-solving skills, with attention to detail and accuracy.
- Contractor Purchasing System Review (CPSR) experience.

- Experience with research and development subcontracts
- Certified Federal Contract Manager (CFCM), or similar Certification
- Experience with Unanet and/or SAP Ariba
- Ability to manage high volumes of work with competing deadlines
- Knowledge of emerging technologies and their application in government contracting
