We are looking for an effective Strategic Engagement Manager, EW/SIGINT to lead strategically important government business captures and proposal activities in the areas of Electronic Warfare/Signals Intelligence across the US and its Mission Partners.
This position requires a US Top Secret security clearance, with SCI eligibility.
WHAT YOU WILL BE DOING
- Engaging the customer marketplace, stakeholder customer organizations while understanding budgets in order to identify market drivers and trends and develop strategies
- Identify, design, develop, qualify, and lead comprehensive business development efforts to secure new or re-compete contracts or task orders
- Work with technical leads to convey the business case and assist with conceiving technical approaches and offerings to discriminatingly meet customer needs
- Develop sound and comprehensive capture strategies and lead their execution to grow revenue through the application of RII innovative technologies to meet EW/SIGINT mission needs
- Actively manage a business development BD pipeline and report on KPPs that provide insights into revenue projections, P(win)/P(Go) and cross-functional planning
- Understand, analyze, and develop business cases with solid return on investment
- Foster strong partnerships and collaboration with company technical leadership, potential customers and communities of interest
- Develop and strengthen relationships with relevant users, requirements generation organizations, program management, and acquisition organizations to shape and understand customer needs, develop advocacy for RII solutions, and gain unique insights to inform RII actions and capture strategy
- Use strong interpersonal and presentation skills that convey professionalism, confidence, appreciation of customer value, DoD and IC acquisition knowledge and strong business acumen
- Develop compelling competitive assessments, teaming strategies, offer concepts, and price-to-win analyses to improve competitive positioning. Support bid and proposal activities, including proposal preparation, to deliver compelling, responsive and compliant proposals; compelling white paper generation; and support of generation of compelling marketing materials
- Promote an environment of open communication and collaboration with all levels of the organization, including effective communication with Executive Management
- Attend and engage at industry and government events that support company growth strategy
- Work independently with limited supervision, meet company requirements, and work in a fast paced environment
- Demonstrate excellent verbal and written communication skills
- Availability to support meetings and engagements at Fort Meade and Aberdeen Proving Ground, MD
WHAT YOU HAVE DONE
- Used your extensive experience in federal government business, and acquisition activities to pursue and win substantial business in the EW/SIGINT market
- Successfully led and won definitive contracts in the $10M - $200M range
- Developed trust and strong relationships with past customers
- 5+ years of capture and business development experience in direct support of EW/SIGINT opportunities, including developing business strategies focused on customer values. Relevant military service may be considered as substitution for years of industry experience
- Applied your solid working knowledge of the DoD Acquisition Process, RFP analysis and proposal preparation, contract types (e.g. IDIQ, CPFF, CR, FFP, T&M, etc), and various agreement types (NDA’s, Teaming Agreements, Subcontracts, etc) to shape opportunities and win business
- Used independent judgment and creativity to solve capture issues
- Shown exceptional communication skills (verbal, written and presentation) including an ability to prepare and present concise oral and written reports, briefings, updates and other documentation, and represent the organization on significant matters
- Prioritized, multi-tasked and met tight deadlines
- Gained proficiency in Microsoft Office and/or G Suite Applications
EVEN BETTER
- Strong network of EW/SIGINT customers, including acquisition management and user/operators
- Successfully grown/extended program efforts or shaped for sole-source or competitive success
- Bachelor’s Degree in technical or business discipline and 10 years experience with federal government business and operations and acquisition activities
- Prior military experience
- Good understanding of and prior experience implementing formal Capture and proposal processes (e.g., Shipley’s Capture processes)
- Program Management experience; PMP certification
- Prior experience and successful track record with Science and Technology (S&T) organizations and Program of Records (PoR)
- Proven experience working with Coalition partners
