Senior Customs Specialist
Location: Montreal, Qc - Fort Mill, SC
Reports to: Manager Customs & International Trade Compliance
Overview:
Assisting the Senior Manager of Customs & International Trade Compliance in working with all functions of the organization to ensure that Domtar’s operations and processes are aligned with our policies and procedures and the effectiveness of our Trade Compliance Program (import, export and forced labor policies). To this end, the Senior Customs Specialist will participate in the continuous improvement of compliance processes, the planning and implementation of our monitoring activities, the conduct of risk assessments and the identification of mitigation strategies, the remediation of compliance deficiencies, the management of compliance systems, the preparation and delivery of compliance training and in cross-functional projects.
Job Responsibilities/Accountabilities:

Assist the procurement team on the importation of materials and chemicals.
- Keep abreast of new/revised regulations in countries where Domtar has a business interest and evaluate its impact. Validate impact on the business, analyze risks (financial, business, regulatory, security) and make recommendation & best practices & required changes to Senior Manager & Customs & International Trade Compliance.
- Possess adequate competency to interpret import/export laws & regulations rules and regulations.
- Maintain Domtar's governmental programs such as Timber regulations (Lacey Act, EU timber, Indonesia & Australia), Check-off program, CTPAT program, CARM program and the CSA program.
- Work on special projects linked to Customs Legislation, such as risk analysis where new business involved in the countries where Domtar has or intends to have business interests, due diligences of import/export activities, anti-dumping, prior disclosure, rulings, procurement contract reviews for equipment (customs rules), research, analyze and compile business cases to support reductions or to avoid Customs duty and TAX
- FTA: Recommend Best Practices for import/export (USMCA, Free Trade Agreement - country of origin determination, etc.), maintain Domtar’s certifications of origin. To validate FTA certification of origin from suppliers.

Assign proper harmonized tariff schedule numbers for imported and exported merchandise ensuring the correct duty is paid.
- Resolve issues such as import and export documentation discrepancies, classification, valuation, etc. to ensure successful and timely customs clearance of product.
- Maintains Domtar’s import/export policies & procedures are up to date including training
- Conduct compliance reviews, internal self-assessments, and Customs entry audits.

Excellent communication skills, both written and verbal in English. French and/or Spanish is an asset.

Working knowledge of the pulp and paper industry and ability to grasp new concepts easily.

Ability to distill complex technical, legal and regulatory language to enable a variety of audiences to understand how an action may impact Domtar’s business.

Ability to interact appropriately with all levels of government leaders and business executives.

Ability and willingness to travel to facilities and government and association offices.
Minimum Qualifications:
-
Minimum of 7-10 years’ relevant experience. Multinational manufacturer/distributor experience would be an asset.

Certified Customs Specialist designation - Canada and/or US - with multiple years of experience in import/export regulatory requirements and customs compliance field.

High level of proficiency in Canadian and US customs laws/regulations and excellent knowledge of international trade.

Extensive understanding in customs valuation, tariff classification, rules of origin, marking rules, documentation requirement, entry requirements and appeal/protest procedures.
- Working knowledge of CTPAT, PIP, ISA and CSA requirements.

Experience with Microsoft office, SAP is an asset, and understanding multiple Customs programs including other Governmental programs.

Strong understanding of the structure, levels and functioning of all levels of government; and awareness of key sustainability issues affecting our business and industry.
