Job Highlights 
Location: Remote, must be based in the United States 
Salary Range: $103,500-$143,500 per year, plus benefits. Individual salary offers will be based on experience and qualifications unique to each candidate.  
Work Schedule: 8:00 am – 5:00 pm EST, Monday to Friday 
Position Type: Grant funded, limited-term opportunity

Overview
The Software Developer will play a crucial role in advancing the CDC Foundation's mission by developing and maintaining software applications for a public health association that specifically serves local, tribal and territorial populations. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements.
 
Working within the Rhode Island Department of Health (RIDOH), the Software Developer will work closely with epidemiologists, RIDOH Program, and IT staff with a special focus on Application Development leveraging RIDOH’s REDCap platform. This role aims to strengthen the state's data management capabilities in public health data collection and analysis.

The Software Developer will be hired by the CDC Foundation and assigned to the RIDOH. This position is eligible for a fully remote work arrangement for U.S. based candidates. 

Responsibilities

  • Collaborate with infectious disease epidemiologists, investigators, nurses, program leadership, and IT staff to identify requirements, design, and implement REDCap-based solutions tailored to public health needs.
  • Develop and support REDCap solutions for public health data collection needs that may include:
  • Hospital admission reporting for respiratory diseases – this system would enable all Rhode Island hospitals to report influenza, COVID-19, and respiratory syncytial virus (RSV) admissions to RIDOH on a weekly basis, while also facilitating automated surveillance and reporting of disease.
  • Rabies reporting system – a system that is currently under development to support external reporting and automated notification of animal bites in Rhode Island. This system will triage animal bite reporting to public health staff for response.
  • Outbreak management system – a REDCap system that is currently being designed to manage infectious disease outbreak reporting and surveillance. This system is currently under development but there may be opportunities to support this work.
  • Creatively address challenges, conduct analysis, and develop/revise data management procedures to optimize the utilization of REDCap. 
  • Provide expertise and develop user interfaces, system/application configuration, system interfaces and database components. Review and optimize system queries to enhance quality assessment and improve procedures within REDCap disease surveillance and reporting products.
  • Utilize expertise in MySQL and PHP to optimize and customize REDCap configurations hosted in-house. 
  • Develop protocols ensuring timely access to public health interventions and services. 
  • Provide training and support to RIDOH staff on utilizing REDCap effectively and integrating it into existing workflows. 
  • Ensure the adoption of new processes improves data integrity, program effectiveness, and supports public health initiatives. 

Qualifications

  • Bachelor’s degree or higher in Computer Science, Software Engineering, or related field.
  • Minimum 5 years of professional experience in REDCap development, with at least 2 years of experience in advanced system functionality.
  • Experience in database management, particularly with MySQL (version 5.5.5) and PHP (7.2.5) and building and optimizing queries using SQL. 
  • Experience in developing and conducting quality assessment/improvement projects. 
  • Experience regarding engineering best practices such as source control, automated testing, continuous integration and deployment, and peer review.
  • Strong attention to detail, proactive communication, and the ability to work both independently and collaboratively.
  • Familiarity with agile development methodologies, software design patterns, and best practices.
  • Strong analytical thinking and problem-solving abilities.
  • Excellent verbal and written communication skills, including the ability to convey technical concepts to non-technical partners effectively.
  • Flexibility to adapt to evolving project requirements and priorities.
  • Eagerness to learn and adapt to new technologies and methodologies in data management. 
  • Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
  • Experience working in a virtual environment with remote partners and teams.
  • Proficiency in Microsoft Office.
  • Previous experience working with Public Health agencies (State/Federal), clinics or organizations leveraging REDCap in a similar / advanced capacity highly preferred.
