ThinkWell is seeking a Senior Technical Advisor (STA) to lead a technical program implementation for our Pakistan project portfolio. The STA is responsible for technical advice and strategic guidance to project staff and external partners. The STA can leverage technical expertise to support program design and execution. The STA provides technical leadership and ensures high-quality technical project/product execution.
The STA brings substantial technical and managerial expertise, in-country experience, and industry knowledge in health financing and health systems. The STA is responsible for providing technical leadership and day-to-day management of technical teams based in the focal provinces, on behalf of the Country Director in consultation with the Country Technical Advisor.
The STA can be based in any of the focal provinces of Punjab, Sindh or KP or in Islamabad and will report tothe Country Technical Advisor.

Technical Leadership
· Provide and lead technical assistance to ensure high-quality program results and execution across the SP4PHC project in Pakistan
· Engage provincial- and national-level ministers and secretaries in the health sector and related areas, as well as key development partners
· Collaborate with other partners in the health care financing space to promote effectiveness and sustainable healthcare financing practices
· In collaboration with the Provincial Technical Advisors and leadership from the Country Technical Advisor design and develop key interventions, management plans, analytical and technical work, concept notes, reports and work plans to meet program objectives
· Support and implement program activities and develop associated learning outputs when required
· Develop monitoring, evaluation, research and learning tools, implementation plans, strategic concepts, reports, high level technical documents and author papers for national and global audience
· Ensure production of high-quality learning outputs in collaboration with the Technical Advisors of the focal provinces
· Provide written input into technical documents, project status reports, blogs, and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences
· Communicate with other ThinkWell colleagues locally and globally to build, share, exchange, and disseminate technical knowledge
· Any other work mandated by the Country Director/ Country Technical Advisor
Team Management
· Effectively manage all technical issues/work of the focal provincial teams and also focus on their professional development and capacity building
· Lead by example, delegate effectively, demonstrate integrity, motivate, and inspire others
· Create a positive, respectful country team operating culture and environment, and engage respectfully with employees at all levels across the organization
· Collaborate with Country Technical Advisor and Country Director to oversee in-country performance management issues, training, and design technical training and development activities that will support and build professional development
Organizational Leadership and Development
· Represent ThinkWell in all focal provinces of the SP4PHC project, actively engage key stakeholders, cultivate new business partnerships and concepts
· Build project portfolio in the technical specialty area in collaboration with the Design Lab
· Collaborate with Design Lab to collect and pursue new business information and contacts
· Publish papers, articles, and blogs
· Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results
· Consult and coordinate with key stakeholders within government, donors, and other entities to build ThinkWell program division and reputation

1. At a minimum, bachelors and 10+ years of experience or graduate degree and 8+ years of experience in public health/health policy/global health;
2. Substantive, relevant work experience in the specific area of technical expertise. (e.g., ministries of health and finance experience, health financing or health policy expertise, health systems strengthening, etc.) Adept at communicating technical information to non-technical audiences;
3. Extensive experience with project monitoring and evaluation in the area of technical specialization;
4. A senior leader, able to rally staff around ThinkWell’s mission and priorities;
5. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work;
6. Recognized as a specialist in the area of health financing/health system strengthening/health policy; strong national and professional network in the fields;
7. Published author with excellent writing skills;
8. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders;
9. Full written and verbal fluency in English as well as verbal fluency in Urdu;
10. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations as well as across work areas;
11. Ability and willingness to travel in-country and internationally up to 25%. The incumbent will be expected to travel within Pakistan and periodically outside of Pakistan to attend ThinkWell meetings
