We are seeking Senior Program Manager to join our Utility Services division in San Diego in support of a growing book of business for an Electric Utility in support of their PMO organization. The program manager shall provide program management services to monitor procurement, design, construction and other related activities and to facilitate, coordinate and manage the program with respect to timely performance in accordance with the project schedule and the requirements of the program and monitor the quality of services and workmanship and shall recommend courses of action to System Protection & Control Engineering (SPACE) when respective contractual requirements are not being fulfilled, Substation Engineering and Design, Electric Distribution Engineering, Electric System Hardening Engineering and Design, Transmission Engineering and Design, and Corporate Security.
 
The scope of work includes the oversight of planning, design, engineering, and execution of all project deliverables across multiple simultaneous work streams in support of Portfolio and Project Management programs. Program manager shall provide information as requested by Portfolio and Project Management.
 
Work shall include, but not limited to the following:
· Coordinate work effort between all dependent departments, groups, teams and tasks.
·Manage design requests, drawing progress, environmental, jurisdictional, regulatory and other support tasks to ensure timely execution of activities through solution acceptance by stakeholders.
·Execute planning, status and ad-hoc meetings as required; supply meeting minutes and track and communicate risks and issues and execute mitigating steps as necessary. 

Responsibilities:

  • The effective use of available funds
  • Enhanced control of the scope of work
  • Recommendations regarding various delivery methods suitable for the project or program
  • Optimal project scheduling options
  • Assist in contractor selection and preparation of contractor’s contract.
  • Enhanced design and construction quality
  • Optimum flexibility in contracting and procurement options.

  • The program manager shall monitor and coordinate the schedule, technical accuracy, efficiency, coordination, and constructability of the program and cost-effectiveness of all designs, drawings, reports, estimates and other work as required. The review of the construction documents shall include compliance with the program scope, and budget. The program manager shall provide additional activities such as:

  • Assisting with the development of design standards
  • Developing uniform standards for all aspects of project delivery
  • Providing the framework for reporting and control systems
  • Providing outreach to other consultants, contractors, and sub-contractors
  • Procuring a variety of services or products
  • Developing the interface management strategy for multiple, concurrent projects
  • Establishing and documenting quality and performance standards and specifications
  • Developing contracts and procurement strategies
  • Monthly forecasting and variance analysis
  • Financial Management and Controls

Education and Experience Requirements:

  • Minimum of 10-12 years of specialized experience in multiple simultaneous Project and Facilities Development, IT Systems, Engineering, Construction, Business and related disciplines
  • PMP, Agile or other Program Management certifications, training and/or demonstrated experience. IEEE, IEC participating member. Expert level leader and coach in simultaneous projects and programs, demonstrated communication skills - verbal, written and in presentation format. Ability to manage deliverables at all levels of the business structure from entry level to executive level management. Exemplary analytical cost management/cost control expertise including financial modeling, utilization of costing tools; SAP, Excel, and GAACP. Regulated utility exposure preferred.
  • B.S. in Engineering, Computer Engineering, or Business Management or equivalent field; equivalent experience with customer approval
