In this role, you will plan, direct, and coordinate all activities related to planning and permit application process for construction and operation of anaerobic digester (AD) facilities. You will develop permit process schedules and manage submittals required for Agencies Having Jurisdiction (AHJ) approval.
This role reports to the Chief Technology Officer and is a remote position with possible travel for project support if needed.
Responsibilities
- Provide case management of complex applications for planning approval and environmental permits; confer with project owners and design professionals regarding state and local code requirements and obtaining multi-agency application approvals.
- Manage and coordinate the development and completeness of various submittals required for applications.
- Manage and oversee the permit application process, preparation of technical documentation, issuance of permits, plan submittals, and plan processing.
- Manage timely processing of permits applications; manage and coordinate the routing and tracking of plans to various departments and outside agencies for required reviews and clearances; perform follow-up phone calls to ensure timelines of response from other departments and agencies.
- Document communication with AHJ and various regulatory bodies on permit status and track comments and re-submittals
- Monitor and ensure completion of zone clearance process; coordinate plan approvals with internal departments and outside agencies including Public Works Department, Police Department, County Fire Department, County Health Department and County Flood Control, and other applicable AHJs
- Coordinate and collaborate with multiple groups within the BDC organization and external consultants to ensure accurate and timely submittals, etc.

Qualifications & Experience
- Education: Bachelor’s degree preferably in engineering or environmental sciences, or equivalent experience.
- Experience: 10 years permitting experience including work within the waste or wastewater industries.
- Relevant experience with City/County/State permitting processes.
- Proven technical knowledge and demonstrated experience in preparation and submittal of major environmental permits covering air, water, and solid waste.
- Advanced knowledge of Microsoft Office applications; Familiar with project management and scheduling and Procore TM software a plus.
- Proven administrative skills, including the ability to track multiple aspects of complex projects and exceptional organizational and multi-tasking skills.
- Solid interpersonal skills, the ability to communicate effectively with multiple project stakeholders, and the ability to influence and motivate others.
- Solid analytical skills and the ability to review plans, codes and other complex documents experience desired with strong understanding of municipal planning process for industrial construction.
- Possess the ability to establish project schedules and achieve goals and solve problems independently.
- Able to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Experience with anaerobic digester projects, site evaluation and assessments, municipal planning and development processes and entitlement and/or building permits also desired.
