About the Job:

The Facilities Management department is seeking a self-motivated and driven Senior Maintenance Project Inspector to spearhead the facilities management project inspection initiatives. We are seeking an individual to confirm and validate services provided by the contractor on conveyance and fire safety systems projects. The selected candidate will build relationships, liaise with stakeholders, and ensure quality work is being completed on the San Diego Airport’s safety systems and conveyance systems including elevators, escalators, emergency generators, fire systems, and more.

What You'll Do:

1. Completes routine and complex inspections trade specific inspections with considerable discretion and initiative on elevators, escalators, mechanized walkways, lift machinery, and fire safety systems, verifies the operation, construction, retrofit or repair, lifecycle, methods, quality assurance and workmanship, verifies construction in adherence with approved plans, specifications, calculations and codes and contract terms. Inspects and ensures compliance of services provided by the contractor keeping safety, security procedures, and requirements in the forefront.

2. Inspects and ensures equipment and systems in the area of responsibility for safety and efficiency of vertical transportation systems, inspects elevators and escalators across designated areas, detects possible defects and faults in equipment installations or operations, and recommends or stipulates appropriate remedial measures. Assesses facilities to identify needed maintenance and repairs.

3. Maintains project lifecycle; monitors project phases for on time delivery and project timelines, and schedules, verifies project completion, ensures acceptable safety practices and compliance with safety standards. Practices a high level of independent judgment and problem-solving. Prepares documentation, reports, and charts the progress of contract schedules. Reviews and approves project change order requests; makes field adjustments for work in progress; records and documents work changes.

4. Interfaces with internal and external stakeholders, contractors, and other project representatives to coordinate work activities. Participates in the contract selection process; attends project meetings, develops proposals, generates bids, RFPs, and project cost estimates. Coordinates contract execution, issues letters to proceed; closes out projects, and authorizes contractor payment. Reviews projects and develops scope of work, communicates work status, resolves project discrepancies and issues.

5. Provides technical advice, information, and interpretations regarding the various codes, laws, and regulations regarding building construction, participates in meetings, and stays abreast of new trends and innovations in the field of building inspection and plan checking.

6. Analyzes specifications and interprets plans, codes, and reports, prepares certificates of final inspection; issues notices to correct code violations; may issue stop notices.

7. Maintains clear, concise, and comprehensive records related to inspection activities including but not limited to: contract payments, labor, materials, equipment, progress, non-conforming work, safety issues, field interface, change order, and work performed.

8. Participates in opportunities to develop or streamline programs, practices, documents, reports, data, budgets, and infrastructure; generates cost data; advances currency with industry and regulatory trends; responsibilities require flexibility to work rotating shifts including weekends, holidays and night shifts; performs other duties as assigned.

9. Assists with instruction and learning sessions, responds to emergency situations in off-hours as required, may supervise others as assigned and assist in the training of new personnel, and performs other related duties as assigned.

10. Operates a variety of specialized equipment, including computers and engineering software, engineering scale drafting, AutoCAD hardware and software, and others; operates vehicles to travel to various Authority sites.

11.  Clarifies responsibilities, assigns work, and establishes expectations; delivers presentations; evaluates and implements programs, systems, and procedures.

12.  Participates in the selection and onboarding of team members; supervises those in the lower-level class, provides feedback and coaches for performance; fosters collaborative relationships and inclusion work environment.

The Skills We Are Looking For:

1. Business Process Knowledge: Analyzes and interprets work plans and specifications, documents, monitors and inspects routine to complex projects, processes and ensure compliance with requirements, prepares framework for processes and improvement; engineering practices, calculations, materials, laws, codes and estimate costs, maintains contracts and ensures safe work practices.

3. Critical Thinking: Work independently, critically reviews and translates project requirements, data and information to specify solutions or alternative practice in support of business objectives and strategies.

5. Relationship: Builds and maintains relations with stakeholders, identifies and relates information, ideas and problems, champions initiatives and ideas based on mutually acceptable solutions.

6. Leveraging Technology: Effective use of information electronically and related work systems.

Requirements

Education, Training and Experience**:

· Associate degree in engineering or closely related field;

· Four years of paraprofessional, public works-related engineering experience, including drafting and construction and electrical and mechanical inspection responsibilities;

· Or two years of relevant college-level coursework and two years of paraprofessional engineering technician experi­ence;

· Or an equivalent combination of training and experience.

· A California Class C driver’s license and the ability to maintain insurability under the Authority’s vehicle insurance policy.

Preferred Education, Certification, and Licenses:

· Bachelor’s degree in mechanical engineering, electrical engineering, construction management or related course work

· Certifications through the International Facilities Management Association (IFMA), the Association of Facilities Engineering (AFE), Building Owners and Managers Institute (BOMI), US Green Building Council (USGBC), the Association of Energy Engineers (AEE), International Code Council (ICC), American Construction Inspectors Association (ACIA), Occupational Safety and Health Administration (OSHA) or other related licenses or certifications.

· Certifications through the National Fire Protection Association (NFPA) or other related licenses or certifications.
