Senior HR Officer

Position:

We are looking to recruit a Senior HR Officer to be based out of the firm’s headquarters in Phnom Penh, Cambodia.

Reports to: Country Managing Director & Regional CPO

Key external relationships: Government official, Ministry/Department of Labor and Vocational Training,  National Social Security Fund

Key internal relationships: Project Managers, Responsible Partners, Senior Managers

Salary range: Competitive, varying based on the qualifications and experience of the successful applicant and the needs of the Practice.

Working Hour: Mon-Fri, 8am –12pm and 2pm – 6pm

Location: Phnom Penh, Cambodia

Human Resources Management:

  • Liaise with the Regional Chief People Officer (CPO) to manage HR functions in the Cambodia office, ensuring compliance with DFDL policies and Cambodian laws.
  • Develop and implement HR programs, processes, and tools to support organizational objectives.
  • Assist hiring managers in recruitment processes, including drafting role descriptions, posting job ads, screening candidates, arranging tests/interviews, and conducting reference checks.
  • Manage probation and internship programs for all employees in the Cambodia office, including Regional & Taxation & Accounting Practice Group.
  • Ensure compliance with HR and administrative procedures for hiring and onboarding new employees, as well as departing employees.
  • Facilitate the timely execution of the performance management process, providing coaching to managers and preparing necessary reports.
  • Work closely with all managers to identify staff training needs and ensure access to professional development resources.
  • Ensure completion and maintenance of routine HR actions and records by admin support staff.
  • Collaborate with Operations teams to maintain appropriate corporate insurance for all Cambodia-based staff and provide assistance and advice regarding insurance matters.
  • Facilitate and supervise staff registration requirements with local authorities.
  • Provide general HR support and advice to all managers in the Cambodia Office, coordinating HR functions with executive leadership and regional teams.
  • Ensure timely implementation of the National Social Security Fund.

Operations:

  • Coordinate with the Executive Director and Deputy Managing Director on all office management and operational issues.
  • Maintain up-to-date work visas and permits for all Cambodia-based staff.
  • Oversee and coordinate the renewal of office general insurance and staff health insurance.
  • Liaise with visiting government officials and manage office events.
  • Manage office supplies inventory, procurement procedures, and budget reviews.
  • Identify opportunities for process and office management improvements, designing and implementing new systems.
  • Provide administrative support, including scheduling meetings, maintaining calendars, conducting research, and creating reports.
  • Develop and implement office policies and procedures, ensuring appropriate implementation.

Personnel:

  • Oversee workload and ensure compliance with documentation management procedures and policies for the Legal Administration Manager and team.
  • Support and supervise all administrative duties, ensuring smooth office operations.
  • Monitor service and output of the Translation Team to the Practice Groups.
  • Coordinate and manage Services & Security Staff, ensuring high-quality services.
  • Arrange accommodation, visas, and flight tickets for incoming personnel.

Requirements

Essential skills & proficiency

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • Proven experience in HR management and office operations.
  • Knowledge of Cambodian labor laws and regulations.
  • Strong communication and interpersonal skills.
  • Ability to multitask and prioritize effectively.
  • Attention to detail and problem-solving skills.
  • Proficiency in Microsoft Office Suite and HR software.
  • Fluency in English and Khmer.
