Spectrum is seeking a Senior Foreign Military Sales Analyst who has responsibility to provide support to a DoD customer at/around NAS Patuxent River, MD developing Pricing and Availability (P & A) data, Letters of Offer and Acceptance (LOAs), amendments, and modifications in the Defense Security Assistance Management System (DSAMS), FMS planning directives; coordinating and participating in program definition meetings, site surveys, management planning meetings, Status Review Meeting (SRMs), and Program Management Reviews (PMRs); and ensuring compliance with all current policy, business principles, and legislation applicable to US Security Cooperation and Security Assistance Programs. A successful candidate will be an experienced manager and administrator on a program that provides program management, administrative, budget/financial management, and the execution and management of DoD Acquisition program office efforts. Our candidate must be able to lead large, diverse teams of employees, maintain positive control of resources and information, and support a global customer base. This position is based in Patuxent River, MD and requires on-site and contractor site work. Travel may be required. This is a supervisory position.

Responsibilities
- Support the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS)
- Collaborate with other members of the Security Cooperation team and, under the guidance of the Case Manager/Program Manager/Team Lead, assist in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), the International Traffic in Arms Regulation (ITAR), as well as the applicable DoD Acquisition policy guidance
- Provides technical and programmatic support to teammates and government program manager
Requirements
- 10 years of experience performing duties described in the functional description.
- A minimum of ten (10) years of experience in program management, technical, or business analysis discipline, specifically related to weapon systems acquisition and life cycle management.
- In addition, at least six (6) out of ten (10) years of recent work experience related to FMS analysis and planning is required.
- Possess knowledge of and demonstrate understanding of Security Assistance as established in the Arms Export Control Act (AECA), the Foreign Assistance Act (FAA), and the Security Assistance Management Manual (SAMM, DOD 5105.38-M). Experience in program/project status and schedules is highly desirable.
- Master of Arts/Science degree is required OR Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree OR associate degree plus four (4) years performing the responsibilities above OR six (6) years additional work experience performing the duties and responsibilities above may be substituted for a Master's Degree.
