Senior Director – Head of Public Policy & Regulatory Affairs (Government Engagement)

Based in Mumbai, the Senior Director, Head of Public Policy & Regulatory Affairs will report to the Vice President, Head of INSA Government Engagement and work in close coordination with GE colleagues and Country Managers to lead all of our proactive policy work with regulators in India, including the Reserve Bank of India (RBI). Outside of GE, the Senior Director will also partner closely with peers in the Supervisory Risk, Compliance and Legal functions at the market, regional, and global levels to ensure that all communications with regulators are well-coordinated and defined according to clear processes and respective accountabilities across the functions.

This critical leadership role requires strong subject matter expertise and experience in dealing with applicable payment services / fintech regulations, combined with outstanding management and collaboration skills.  The successful candidate must demonstrate exceptional maturity and attention to detail as well as an ability to effectively manage several urgent business priorities and significant policy developments simultaneously.

Responsibilities:

  • Serving as  senior subject matter expert on public policy and regulatory issues in India in an effort to establish Visa as a recognized expert and resource in the payments industry

  • Developing and implementing a comprehensive public policy and regulatory affairs strategy for India markets establishing and strengthening positive relationships with regulatory agencies and other notified bodies through oral and written communications 

  • Providing regulatory input to product development teams and preparing regulatory submissions for new product and product changes, as required, to ensure timely regulatory approvals/clearance for market release. 

  • Scanning the regulatory, public policy arena for relevant regulatory changes and assessing their impact (both immediate and long-term) on the Company. Brief local, regional and global executive management of policy/regulatory developments and recommend organization’s response.

  • Maintaining proficiency in significant regulatory developments/recommendations by the international standard setting agencies towards payment, clearing, settlement and related arrangements in close coordination with relevant internal stakeholders.

  • Supporting regulatory programs relevant to G20 Cross border payments program, Central Bank Digital Currency, payment system interoperability and financial inclusion.

  • Coordinating and drafting responses to regulatory frameworks, discussion papers and any proposed Payments and Settlement related legislations in the region.

  • Strengthening key relationships with membership organizations and associations to support Visa while delivering policy results for the Company and its client partners as necessary.

  • Managing regulatory consultants and influencers in strict adherence to the local laws.

  • Proactively leading academic sessions, training and awareness programs with the regulators on key issues and developments.

  • Drafting position papers, issue briefs, and talking points

  • 15+ years of experience in public policy/regulatory affairs, ideally in the payments or financial services industry

o  Law degree and/or legal training also preferred but not required

  • Strong and deep network of relationships with key regulators and policymakers across the region  
  • Expertise in legislation and regulation relating to payments, financial services and financial technology
  • Able to operate independently in a highly matrixed organization with multiple reporting lines
  • A high degree of maturity, positive attitude, and team-oriented mindset at all times
  • Demonstrated ability to drive execution in a team environment, integrating legal advice and business knowledge while providing balanced advice regarding risks and benefits
  • Developed business acumen, with ability to understand the company's business interests and anticipate the nature and magnitude of issues that could arise in various settings
  • Practical and proactive problem-solver; confident, mature, calm under fire, with a positive attitude
  • Strong work ethic for a fast-paced environment
  • Proven ability to build credibility and influence within local and regional organizations
