Altarum has an opportunity for a Senior Contracts Specialist to support the mission of the Contracts and Legal Operations department. The Senior Contracts Specialist will be responsible for a full range of procurement related support services to include contract and grant life-cycle management.
Responsibilities
- The Senior Contracts Specialist position collaborates with proposal and project teams when developing and managing contract solutions in response to state, federal, and commercial clients' time-sensitive needs.
- Provide contract life-cycle management for a large portfolio of prime contracts, subcontracts and grants from capture to closeout.
- Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, and supplemental acquisition regulations of government agencies.
- Experience overseeing all contract types (FFP, T&M, Cost Reimbursement, Cost Plus, etc.)
- Ensure all contractual documentation is concise and consistent, both from a technical and contractual perspective
- Track, manage, and ensure compliance with all Contract deadlines, including period-of-performance, options, extensions, and limitation of cost/funds tracking and reporting.
- Administer and provide interpretation of the terms and conditions of contracts and subcontracts of various contract types, including such aspects as preparing modifications, evaluation of performance under the contract, and contract termination.
- Acts as the primary contact between the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly.
- Be a trusted adviser to internal organizations regarding acquisition strategy, contract types, contracting & subcontracting methods, and sole source and competitive acquisition strategies and procedures aligned to state and government regulations.
- Review solicitations for compliance requirements and perform a thorough risk analysis.
- Collaborate with Business Development, Program and Pricing teams to develop annotated outlines and proposal artifacts.
- Lead proposal activities for assigned portfolio and coordinate all aspects of proposal submission to the customer.
- Provide expertise, guidance, training, and leadership to support cross-functional business team members.
- Prepares formal contract correspondence and ensures contractual compliance with terms and conditions, federal and state regulations and restrictions, and internal management objectives for existing and new business activities.
- Establish process flows, policies, and procedures to monitor effectiveness related to maintenance of contracts.
- Assist clients with contract award documents and contract award acquisition support.
- Provide advice, recommendations, and document support to organizations in all areas of the acquisition post-award phase, including contract administration, contract modification support, delivery/task order support, invoicing, and closeouts.
- Ensures contractual compliance with terms and conditions, federal and state regulations and restrictions, and internal management objectives for existing and new business activities.
- Review, monitor, and track deliverables and reporting requirements under contract with other organizations.
- Provide internal compliance resources to other organizations to ensure proper documentation for contract files.
Requirements
- Bachelor’s degree from an accredited college or university in federal/state contractsor related area
- A minimum ofsix-ten (6-10) years of relevant professional experience
- Equivalent combination of education and work experience may be considered.

- Our organization requires that all work, for the duration of your employment, must be completed in the continental U.S. unless required by contract.
- If you are local to our offices in Arlington, Silver Spring, Novi, or Portland this role will be hybrid.
- Must be able to work during eastern time unless approved by your manager.
