Action Against Hunger-Horn and Eastern Africa is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger Horn and Eastern Africa is an independent NGO, currently managing operations in Kenya, South Sudan, Somalia, Tanzania, Ethiopia and Uganda. Action Against Hunger-USA has over $60 million in programs, and approximately 1,500 permanent staff based in New York City, Washington D.C, Nairobi, and country offices.

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 9 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, South Sudan, Haiti, Somalia and Zamabia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

1. Summary of position

The Resilience Manager will lead the implementation, monitoring and reporting of high-quality resilience activities in accordance with Action Against Hunger's strategy and international standards, while aligning with national policies and BRiCs consortium’s standards. The Resilience Manager position is based in Mogadishu and will have frequent travel to Hudur, Elbarde, Wajid and Rabdhure. The Resilience Manager ‘s core responsibilities will include but not limited to the following:

Objective 1: Set up, implement and report on resilience projects

  • Setting up and implementation of resilience program(s) considering the logical framework of the program(s), the budget, and the logistical and administrative processes of Action Against Hunger.
  • The quality of the programs established in conformity with the technical and project management standards of Action Against Hunger, donor and BRiCs consortium guidelines.
  • Familiarizing him/herself thoroughly with his/her projects, the issues involved, the logical framework, indicators and technical guidelines; sharing all such information with his/her teams.
  • Identifying the technical constraints associated with the implementation of the projects and proposing innovative technical solutions in response to such constraints.
  • The implementation of technical recommendations concerning his/her project.
  • Supervising his/her programs, by means of internal monitoring tools, regular presence in the field, maintenance of a project workplan and a monthly review of the budget.
  • Preparing in time to meet deadlines of external and internal reports relating to his/her projects.
  • Proper planning and close follow up of implementation to ensure all set target are achieved within set timelines (be it monthly or quarterly).

Objective 2: Contribute to the quality, accountability and impact measurement process of his/her program

  • Promoting and taking part in the evaluation of the impact of his/her project (external assessment)
  • Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
  • Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensuring that for all projects that he/she manages baselines and endlines are conducted.

Objective 3: Supervise and manage the team (including team members from downstream partners).

  • Determining size and recruitment of his/her team.
  • Team management (leadership, monitoring, motivation)
  • Evaluation of team members
  • Staff development of team members

Objective 4: Participate in the coordination, representation and partnerships in his/her area of intervention.

  • Coordination of activities with other sectors and departments of Action Against Hunger to ensure rational use of resources and optimum integration.
  • Participation in visits by funding bodies whenever requested/assigned this role.
  • Representing Action Against Hunger and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator.
  • Reinforcing the FSL capabilities of partners.
  • Attending and actively participating in all required meetings for the consortium.

Objective 5: Contribute to deliberations on strategy and the positioning of the FSL Department.

  • Ongoing, systematic and thorough analysis of the humanitarian situation in respect of food security, livelihoods and resilience and of the context of intervention in his/her operational areas.
  • Internal dissemination of information gathered and its analysis to the head of department and relevant ACF team members.
  • Taking part in the determination of strategy in his/her area of activity and sectoral strategy at national level.
  • Setting up projects consistent with the respective approved proposals, the strategic framework, the policies of FSL and other Action Against Hunger sectors, national strategic and key international documents in the sector (Standards SPHERE and WHO.)
  • Ensuring that teams they supervise have a clear understanding of these documents and are guided in the implementation of projects.
  • Promoting transversal integration of the FSL sector with other sectors, in collaboration with the relevant teams both at coordination and field levels.
  • Taking cognizance of transversal problems associated with FSL initiatives (HIV, Gender issues, Disaster Management, Environment, Handicap, Inclusion etc.)

Objective 6: Identify needs and contribute to programme elaboration

  • Identifying humanitarian needs in the field of FSL and Resilience in his/her area of activity, this to include the submission of reports pertaining to such matters.
  • Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them.
  • Participation in defining and designing FSL and Resilience programs informed by needs.
  • Contributing to the writing of the FSL and Resilience sections of project proposals.

Objective 7: Contributing to capitalization and technical development in his/her sector

  • Capitalization of program-related data and documentation of the innovations achieved.
  • Dissemination of the technical and operational expertise acquired during the program.
  • Contributing to the upward transmission of data from the ground the better to inform Action Against Hunger communications.

 

2. Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proof-read own work accurately so that only minor corrections are needed on an infrequent basis.

3. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Requirements

Required Qualifications and Professional Experience

  • The person should have a bachelor’s degree in environmental sciences, climate change, agriculture sciences, natural resource management or a related field with professional experience of minimum 5 years in resilience programs.
  • Knowledge & experience of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) theory and practice of Resilience, Resilience Design and Resilience programming.
  • Experience working in fast paced humanitarian programming in Somalia
  • Good facilitation, analytical, planning and report writing skills; demonstrate good planning, organizational and research / analytical skills
  • Good interpersonal skills 
  • Must be able to work within a team
  • Excellent oral and written English and Somali language skills
  • Ability to use standard computing, packages (word, excel, outlook, power point, internet etc.)
  • Good knowledge and experience in management.
