Radioactive and Hazardous Waste Program Manager

We have an opening for a Program Manager to manage the LLNL Radioactive and Hazardous Waste (RHWM) program. RHWM consists of approximately 100 scientists, engineers, technical and administrative staff and is responsible for safe and compliant management of the hazardous and radioactive waste produced at LLNL, including responsibility for two treatment, storage and disposal facilities (TSDFs) permitted by the State of California, as well as Hazard Category 2 Nuclear Facilities and a variety of radiological facilities. This position reports programmatically to the Strategic Deterrence (SD) Deputy Director for Operations and is administratively in the SD Facilities & Operations Support Division. This position will be in the Strategic Deterrence Directorate.

In this role, you will

  • Provide technical, administrative and management leadership to the RHWM Program, including setting strategic direction, technical execution, personnel administration, budget development and cost control, programmatic interfaces, and regulatory compliance.
  • Manage RHWM activities in compliance with LLNL, DOE, federal, and state requirements related to safety, security, environmental protection, and quality assurance.
  • Serve as the point of contact for issues related to waste management within LLNL and externally to the Livermore Field Office, NNSA sponsors, and across the DOE/NNSA complex waste management community.
  • Collaborate with SD and LLNL senior management and nuclear facility managers to develop and implement strategic plans, and ensure RHWM Program resources, staffing and capabilities are sufficient to meet current mission goals and anticipated future activities.
  • Ensure effective implementation of the LLNL contractor assurance system (CAS) within the RHWM Program, including assessments, corrective action planning and implementation, issues tracking, lessons learned, performance metrics, and continuous process improvement.
  • Oversee the personnel and workforce planning process to ensure recruitment and retention of highly qualified personnel, mentoring and professional growth, leadership development, performance management and salary management.
  • Manage the reporting process for issues related to radioactive and/or hazardous waste to LLNL management, DOE and the regulatory community.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in engineering or scientific discipline or the equivalent combination of education and related experience.  
  • Expert-level understanding of regulations related to hazardous and/or radioactive waste management, including experience implementing these regulations in an operating environment. 
  • Extensive experience managing nuclear facility/radiological operations and supporting programs (e.g. radiation protection, quality assurance, conduct of operations, maintenance, engineering, startup/restart, self-assessment, ES&H, work control, safety basis, training).
  • Demonstrated history of effective interactions with regulators and oversight organizations (e.g., EPA, Department of Energy/National Nuclear Security Administration, Defense Nuclear Facilities Board, and/or State or Federal environmental regulators). 
  • Extensive experience managing complex multi-year projects from strategic planning, to execution and status reporting, to documentation and close-out.
  • Significant experience with supervision, administration, and resource management across a multi-disciplinary team.  Experience managing budgets >$5M and organizations with >10 employees. 
  • Expert technical and non-technical communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, recommend and approve appropriate actions, implement solutions, and influence all levels of management and internal and external stakeholders.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity, and accountability principles in the workplace.

Qualifications We Desire

  • Experience managing high-compliance operations (e.g., nuclear or radiological facilities, permitted waste facilities, high explosives, pharmaceutical manufacturing).
  • Understanding of high-hazard facility management.
  • Understanding of LLNL mission and operations.
  • Experience as a Functional Area Manager.
