Radiation Safety Programs & Services Technical Leader/Alternate Radiation Protection Functional Area Manager - Active Security Clearance Required

We have an opening for the Radiation Safety Programs & Services Technical Leader/Alternate Radiation Protection Functional Area Manager (RP FAM) to provide highly advanced technical expertise and leadership to all aspects of LLNL’s Radiation Safety Program and associated analytical laboratories and services. This position is in the Radiation Protection Functional Area (RPFA) within the Environment, Safety and Health (ES&H) Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will 

  • Partner with the Radiation Protection Functional Area Manager/Radiological Control Manager (RP FAM/RCM) on day-to-day management and leadership of the organizations, disciplines, and personnel within the RPFA. Function as the RP FAM/RCM in their absence.
  • Function as the Subject Matter Expert for 10 CFR 835, Occupational Radiation Protection and applicable Department of Energy (DOE) directives. Developing highly advanced technical/operational solutions to effectively implement contractual obligations.
  • Supervise health physicists in the Radiation Safety Programs Group, providing technical expertise with the Environmental Functional Area and the Analytical Services & Instrumentation Group while ensuring contractual commitments and obligations are adequately and consistently flowed down through the group’s development of procedures and processes.
  • Provide highly advanced technical expertise and leadership on all aspects of LLNL’s Radiation Safety Program to the ES&H health physics staff, developing innovative solutions to complex problems ensuring both institutional consistency and programmatic flexibility.  Responsible for high-level goal setting, strategic planning, and directing and accomplishing program goals and objectives.
  • Develop and promulgate bridging documents between RPFA and the Environmental Functional Area and Analytical Services & Instrumentation Group. Ensure RPFA contractual commitments and obligations related to personnel, area, and environmental monitoring are addressed in the bridging documents.
  • Serve as a technical resource to LLNL management, including providing emergency response support at the Emergency Operations Center and working with Public Affairs to address radiological issues that arise.
  • Lead or participate in interdisciplinary teams to affect solutions to highly complex problems affecting multiple disciplines.
  • Work with DOE staff and a network of colleagues from other sites to anticipate and ensure regulatory issues are effectively addressed.
  • Perform other duties as assigned.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in Health Physics or a closely related technical area or the equivalent combination of education and significant related experience.
  • Extensive experience managing a radiation safety technical program at a large company or national laboratory and experience supervising and providing leadership and guidance to technical staff.
  • Extensive experience with and an expert knowledge and understanding of radiological standards and regulations, including 10 CFR 835, Occupational Radiation Protection; DOE Standard 1098-2008, Radiological Control; DOE Order 420.2C, Safety of Accelerator Facilities; DOE Order 231.1B, ES&H Reporting to DOE; and DOE Order 232.2, Occurrence Reporting and Processing of Operations Information.
  • Extensive experience with and expert knowledge of operational health physics practices involving a wide range of materials (H-3 to heavy element isotopes) and radiation generating devices (RGDs).
  • Effective interpersonal skills and ability to handle highly complex, sensitive, and confidential issues with tact, discretion, and mature judgment. Demonstrated ability to work effectively with regulators and other key institutional stakeholders.
  • Expert verbal and written communication, facilitation and collaboration skills necessary to effectively present, explain, and provide advice on complex technical information to all levels of management, regulatory agencies, the press, and key stakeholders.
  • Advanced analytical and computational skills to analyze complex HP data from various data sources (e.g., ISIMS; HP-DAP; HP-Ad hoc reports; REMS; LTRAIN) and proficiency using Microsoft Office products (e.g., Excel, Word, PowerPoint, and Outlook).
  • Ability to implement solutions to highly complex issues using highly advanced organizational, problem solving, conflict resolution, decision making and leadership skills.  Ability to handle multiple highly complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service.

Qualifications We Desire

  • Certification by the American Board of Health Physics.
  • Familiarity with LLNL and NNSS radiation protection programs and practices.
