Main purpose of the job
Reporting to the Chief of Party (CoP), the Quality Improvement Director will be responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to community and facility level service delivery. They will take a leadership role in ensuring technical implementation of high impact, proven interventions and ensuring that the project meets stated goals and reporting requirements by developing, implementing, and periodically evaluating the projects operations to produce required results and deliverables as stipulated in the contracts with USAID. The incumbent will also coordinate among USAID and other key stakeholders and other IPs and will interact with various stakeholders.
What you will do
Program Strategy Development and Vision
- Work closely with the Chief of Party in management of the technical components, providing programmatic leadership and oversight of the strategic planning of activities in support of the project goals and objectives, including determination of project priorities and appropriate technical initiatives.
- Set achievable goals and objectives, in line with annual PEPFAR and USAID indicators.
- Coordinate workplan and budgeting process, and preparation of quarterly and annual reports.
- Define Scope of the Program in terms of health areas and enabling environment that needs to be addressed through the work planning and budgeting process.
Governance
- In coordination with the COP, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed.
- Coordinate various meeting including preparation for the meetings, ensuring minutes are well documented and tracking action points.
- Represent the project in various QI platforms and attend client (USAID), stakeholders and leadership meetings, and ensure that key actions feed upwards through the right governance structures.
- Bring together subject matter experts across the project team, consortium members, government, other IPS, donors, beneficiaries, health care workers and community health workers.
- Ensure that key stakeholders are consulted during scope changes or modifications to the program scope.
- Ensure strong working relationships and leverage with other implementing and technical partners and the county department of Health.
Program Management
- Provide an integrated view of Program results, milestones, risks and key activities.
- Coordinate development and monitoring of risk management framework and risk registers.
- Ensure key stakeholder groups are identified and engaged based on influence and interest.
- Provide coordinated, transparent, and consistent stakeholder communications in line with their preferred communication method and objective of the communication.
- Ensure project staff are prepared, trained, and ready to implement the program – supportive. supervision, classroom training, on-the-job training and ensure all action plans are implemented.
- Conduct pulse surveys to gauge team health and facilitate team building.
- Spearhead event management and eminence.
- Support the development and monitoring of technical workplans and budgets.
- Identify lessons learnt and best practices for external dissemination.
Quality Improvement
- Work collaboratively with the Monitoring, Evaluation and Learning team and lead quality and timely reporting in line with donor requirements according to the contract/award agreement.
- Ensure results-oriented technical components and evaluate program effectiveness, determining corrective action as needed to improve goal achievement.
- Develop a project Quality Improvement Plan and review on annual basis.
- Implement quality standards testing and evaluation processes using clear QI Monitoring indicators, QI matrix.
- Institutionalize QI to facility level by helping M&E and Technical teams to design QI projects to address facilities specific challenges.
- Collaborate with the Directors to draft acceptable quality standards of implementation of the project at various levels i.e., Directorates, Regional, LGAs.
- Conduct weekly/monthly advisory meetings with the MEL & Technical Directors on what can be done to improve project performance.
- Monitor program responsibilities and activities assigned to Finance and RMO departments and follow-up on implementation of their activities.
- Review QI documentation such as checklists, logs, and reports for effectiveness, accuracy, and relevance.
- Conduct random inspections and quality control checks across Regions, LGAs, CSOs and Health facilities as per need be.
- Evaluate project operations from a strategic level to ensure that deliverables meet quality, integrity, functionality, and other specifications and requirements by USAID.
- Periodically report status of QI initiatives and processes to executive leadership.
- Master’s degree in public health, medicine, social sciences, management, business administration or related area.
- Bachelor’s degree in Medicine or related Health field.
- A minimum of eight years relevant work experience in managing complex technical service delivery programs in health programs, with five years at senior managerial level.
- Strong awareness of USAID cooperative agreements, and the related policies, procedures, and regulations; deep understanding of USG federal compliance requirements and evidence of experience in their application.
- Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.
- Excellent diplomacy skills and proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives.
- Excellent team management, interpersonal, communication, and negotiation skills.
- Ability to direct and manage change and inspire teamwork and high performing teams.
- Advanced cross-cultural sensitivity, including experience working and communicating with professional and support staff in a multicultural, multi-linguistic environment; ability to promote an atmosphere of trust and mutual respect.
