McColm specializes in supporting U.S. federal customers with foreign affairs and national security portfolios by designing and delivering bespoke professional training programs, effective capacity building solutions, and by providing highly specialized technical assistance and advisory expertise to decision makers.

McColm seeks an experienced Proposal Manager to join our Business Development Unit to lead proposal development activities and manage the entire proposal process related to federal professional training and capacity building opportunities. The successful candidate will be responsible for managing and delivering high-quality proposals that meet client requirements and milestones, in coordination with the technical team and the Business Development team.

Position Summary:

The Proposal Manager will manage, coordinate and support the entire proposal lifecycle to include:

  • Manage the entire proposal development process, including the development of proposal outlines, schedules, and compliance matrices.
  • Work closely with the Business Development Unit to develop strategies and win themes for each proposal.
  • Coordinate and lead proposal kick-off meetings and other internal meetings with stakeholders.
  • Conduct research to strengthen proposals, assist with writing background and technical proposal sections.
  • Collaborate with subject matter experts and technical writers to develop winning proposal content that is clear, compelling, and compliant.
  • Identify and recruit key personnel.
  • Review and edit proposal sections for clarity, consistency, and compliance with RFP requirements.
  • Lead and manage final production of technical volumes.
  • Ensure that proposals are delivered on time and meet quality standards.
  • Manage the proposal repository and maintain up-to-date information.
  • Contribute to process improvements and best practices in proposal development.
  • Assist with other business development activities as needed.

Requirements

  • Bachelor's degree in a relevant field.
  • Minimum of 5 years of experience in managing federal contract proposals over $10mm, preferably in the professional training, capacity building, and technical assistance areas.
  • Proven track record of successful proposal management, writing and winning proposals for Department of State and Department of Defense.
  • Strong understanding of the U.S. federal procurement process.
  • Exceptional proficiency in MS Word, Excel, and Adobe. Familiarity with TeamWork or other project managment software is a plus.
  • Excellent organizational and project management skills.
  • Ability to work collaboratively in a team environment.
  • Exceptional written and verbal communication skills and strong copyediting skills.
