Project Officer for Clean Air and Climate Resilience initiatives

Salary: 1’800’000 MNT – 2'000’000 MNT

Base: Ulaanbaatar, Mongolia (with occasional trips to the project’s target areas)

Introduction of PIN

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. Along with PIN Mongolia, PIN now works in more than 30 countries globally. PIN’s global structure includes Headquarters (HQ) based in the Czech Republic, and PIN UK based in London, United Kingdom.

PIN came to Mongolia during the winter of 1993 with food and clothing donations as the Mongolian population struggled to adapt to the new realities resulting from the collapse of the Soviet Union.  PIN returned to Mongolia during the dzud (extreme winter disaster) of 2009–2011, with the permanent office established in 2011. Since then, PIN has delivered more than 30 projects covering all 21 Aimags (provinces), impacting thousands of people in rural and urban settings. These projects have focused on climate change and sustainable livelihoods, emergency response, gender and social inclusion, civil society empowerment and good governance, and education and skills development sectors.

Introduction of Project

Over the past fifteen years since its establishment of the Country Representative Office in Mongolia, People in Need (PIN) has been instrumental in transforming the landscape of clean energy, affordable innovation, sustainable development, and civic engagement fields from less participation of the public with negative impacts of climate change to one that actively promotes a cleaner environment through highly sought-after solutions.

As part of its commitment to climate change mitigation and environmental pollution reduction, PIN Mongolia launched the CHIP program in 2019 which focuses on introducing low-cost, accessible clean technologies that offer alternative insulation and heating options specifically designed for Ger dwellers intending to decrease air pollution and combat climate change. By adopting the solutions provided through the CHIP package, residents in Ger settlements can transition from outdated fossil fuel technologies to a self-sustaining, cost-effective heating system that employs innovative practical solutions.

Moreover, the project has expanded to include the climate-resilient Ger kindergarten concept, which serves as an eco-learning hub for children under five. This initiative prioritizes creating safe and healthy learning environments for young children in remote suburban areas. A central focus of this initiative is to ensure clean air and climate resilience, emphasizing low electricity consumption while promoting a healthy living and learning environment for children and the wider community. Additionally, the program aims to enhance energy efficiency technologies across housing, environmental protection, and social development sectors in Mongolia, ultimately delivering positive outcomes for Ger dwellers through solutions-oriented interventions at the national level.

Position Summary

In a collaborative partnership with team members of PIN and under the supervision of the Project Manager (PM), the Projects Officer (PO) will be responsible for ensuring the effective coordination of the project's daily activities.

Duties & Responsibilities

Under the supervision of the Project Manager and in cooperation with CP counterparts the PO shall be responsible for the following:

Project Implementation:

-     Collaborate with the Project Manager (PM) and project team to plan and execute activities to ensure the smooth implementation of the project’s operational components, including monitoring timelines, supporting logistical coordination, and providing assistance in day-to-day project tasks.

-     Support in survey analysis and stakeholder mapping to align and document project planning.

-     Assist in developing and reviewing project work plans, including procurement, HR, advocacy, and communication.

-     Coordinate with support units and partners, facilitating regular review meetings.

-     Assist in identifying, managing, and reporting project-related risks.

Technical Quality Assurance:

-     Implement activities in line with guidelines, best practices, and standards.

-     Integrate protection, gender, and environmental considerations.

-     Participate in quarterly reviews and adaptive management approaches.

MEAL (Monitoring, Evaluation, Accountability & Learning):

-     Ensure functional feedback mechanisms and update MEAL plans.

-     Collect, consolidate, and report data.

-     Support research activities.

Coordination & Representation:

-     Map and understand the development environment for project alignment.

-     Assist in external representation and stakeholder engagement.

-     Contribute to advocacy initiatives and manage partnerships.

Finance:

-     Monitor expenditures and assist in financial reporting.

-     Support financial data management and documentation.

Logistics & Procurement:

-     Coordinate logistical needs and procurement planning.

-     Facilitate training, meetings, and workshops.

-     Support supply chain and logistics activities with partners.

Administration & Reporting:

-     Ensure compliance with regulations and archive documentation.

-     Collect data and assist in preparing monthly reports.

-     Develop and update project reports.

Communications & Advocacy:

-     Ensure compliance with communication requirements.

-     Support in planning and implementing project advocacy activities.

-     Support in updating project activities on social media.

Accountability & Safeguarding:

-     Adhere to safeguarding policies and participate in related training.

-     Support safeguarding measures throughout the project cycle.

-     Maintain a protective environment.

And fulfils any other tasks as required.

Requirements

-     A bachelor's degree in environmental science, biology, ecology, natural resource management, social and development studies, business administration, or any other related field is required.

-     Minimum of one year work experience or equivalent volunteering experience in development projects, environmental management, socio-economic or environmental studies, or similar roles.

-     Experience in project management, including planning, implementation, monitoring, evaluation, and reporting of environmental projects or studies would be an advantage.

-     Familiarity with the working principles of NGOs, governmental agencies, donors, and relevant parties in environmental policies, regulations, and sustainability practices would be an advantage;

-     Strong organizational and multitasking abilities;

-     Ability to work collaboratively with diverse teams and stakeholders;

-     Commitment to continuous learning and improvement;

-     Excellent command of written and spoken Mongolian and working knowledge in English.
