Trilogy Federal is looking for a Project Manager with strong business analysis skills to support a large Federal agency with a focus on planning, execution, and quality. The ideal candidate will have extensive experience in setting up and running Project Management Offices (PMOs), coupled with strong analysis, solution development, and writing skills. The Project Manager will ensure that projects are delivered on time, within scope, and within budget, while driving strategic initiatives and fostering continuous improvement.
This role is remote, but domestic travel is possible (three one-week trips per year).
Primary Responsibilities:
- PMO Setup and Management:
- Establish, manage, and optimize the Project Management Office (PMO) to consistently apply best practices and methodologies across projects.
- Develop and implement PMO processes, tools, and templates to standardize project delivery across the organization.
- Monitor project performance and provide regular updates to senior leadership on the status, risks, and issues.
- Project Leadership:
- Lead cross-functional teams to deliver projects that align with organizational goals and objectives.
- Define project scope, goals, and deliverables that support business objectives in collaboration with senior management and stakeholders.
- Develop detailed project plans, schedules, resource plans, and budgets.
- Manage project risks, issues, and changes to ensure successful project outcomes.
- Business Analysis:
- Perform business analysis to identify project requirements, objectives, and deliverables.
- Collaborate with stakeholders to gather and document business requirements and translate them into functional specifications.
- Analyze and model business processes to identify areas for improvement and recommend solutions.
- Stakeholder Management:
- Communicate effectively with stakeholders at all levels, providing clear and concise project updates, reports, and presentations.
- Build and maintain strong relationships with internal and external stakeholders to ensure project success.
- Facilitate stakeholder meetings and workshops to drive project alignment and decision-making.
- Documentation and Reporting:
- Produce high-quality project documentation, including project charters, business cases, requirements documents, status reports, and post-project evaluations.
- Ensure all project documentation is accurate, up-to-date, and accessible to relevant stakeholders.
- Develop and deliver presentations to senior leadership, highlighting project achievements, risks, and lessons learned.
Minimum Requirements:
- Bachelor’s degree in Business Administration, Computer Science, or a related field.
- Minimum of 8 years of relevant experience, with at least 3 years in a senior or lead project management role.
- Active PMI PMP certification
- Proven experience in setting up and managing Project Management Offices (PMOs).
- Strong business analysis skills with the ability to translate business needs into technical requirements.
- Excellent writing and documentation skills, with a focus on clarity and precision.
- Proficiency in project management software and tools (e.g., MS Project, JIRA, Asana).
- Strong leadership, communication, and interpersonal skills.
- Ability to manage multiple projects simultaneously.
- Experience in stakeholder management and negotiation.
- The ability to obtain a Public Trust clearance.
- The ability to support possible travel (three one-week trips per year.)
Preferred Qualifications:
- CSM, LSS, or ITIL certification
- Previous experience with the Dept of Veterans Affairs or the Veterans Benefits Administration, Compensation Service
