Salary Range: The expected pay range for this position is $150,000 to $175,000 yearly.  The pay rate will vary based on skills, experience, and location.

Overview:
The Project Manager (PM) will manage and perform all work under this contract. The Project Manager shall be the primary point of contact for the CO and the COR. The PM shall ensure contractor employees know, understand, and abide by DHS (Headquarters) and CISA established rules, regulations, and safety practices. 
The PM shall have experience with the execution and management of information technology programs. This includes direct experience in leading and executing IT solutions in the Public Sector. 

Responsibilities:

  • Provide project and technical leadership in a complex multi-project/task order-based Agile environment.
  • Manage the project team to complete on-time and in-budget tasks while ensuring quality and performance standards are met or exceeded.
  • Develop strong business relationships and effectively interact with business owners, mission partners, and project team members in detail.
  • Serve as a liaison between the business and its functional and technical technology areas and protect sensitive and confidential data.
  • Lead on aligning data sharing between the enterprise and its clients, vendors, and partners.
  • Lead and coordinate with senior and top management, such as IT business and Operations heads, regarding Data Governance.
  • Develop and enforce DHS-approved Enterprise Architecture methodologies, IT Governances, and Standard Operating Procedures and participate in ongoing process improvement efforts.
  • Manage across multiple projects and be proactive in risk management, identifying and minimizing scope creep, and performing impact analysis for new requirements, features, or functions.
  • Adapt to an enterprise data governance framework for data practices, policies, and standards both at a technical and functional level. 
  • Enforce data practices per changing regulatory policies in the enterprise and meet compliance requirements occasionally.
  • Facilitate the development and implementation of data protection and data quality standards across the enterprise.
  • To resolve end-to-end issues regarding Data Governance that may arise from different departments in the Enterprise.
  • Design & Develop Data Governance RoadMap and provide reports regarding the progress from time to time.
  • Identify new business opportunities using data assets to achieve efficiency and represent the data as a business asset.
  • Coordinate the implementation of the Data Governance Strategy across operational units.
  • Advise management regarding the Data Policy and the emerging opportunities it brings. 
  • Ensure, Advise, and Support compliance with the existing and relevant data laws and adhere to the industry standards and emerging best practices.
  • Mitigate risks by monitoring enterprise performance regarding data-related goals and standards that add value.

Experience:

  • At least 10 years of experience comprised leading Federal IT Transformation and IT Modernization, Enterprise Architecture, Data Management, and Governance (within the last 24 months).
  • Ability to understand all deliverables and associated contractual requirements.
  • Ability to develop recommendations to support mission goals, requirements, and sustainment of improvements.
  • Ability to facilitate stakeholder meetings at all levels on data, analytics, and Machine Learning/Artificial Intelligence (ML/AI).
  • Experience in Data Governance and Data Architecture. Data Standards and Open Data.
  • Experience with the development of Conceptual/Local/Physical Data Models.
  • Experience with designing Data Integration projects and Data Pipelines.
  • Experience with Data Lake concepts.
  • Experience in Data Science and ML/AI.
  • Experience in Informatica, Databricks, and Collibra.
  • Be a high-energy, proactive, results-oriented personality with strong communication skills.
  • Have the ability to analyze SOWs and requirement documents to estimate the level of effort and staffing needs and assist in fleshing out detailed technical requirements.

Education:

  • At least a Bachelor’s degree in Business Administration, Information Technology, or Engineering.
  • Project Management Professional (PMP) certification 

Clearance Requirements:

  • US Citizenship is required.
  • Ability to obtain and maintain DHS Public Trust clearance.
