People in Need (PIN) Georgia is seeking a highly motivated and experienced Project Manager to join our dedicated team should we be successful in our bid.
People in Need Georgia (PIN), a branch of the Czech non-profit organization, has been dedicated to advancing sustainable development and social inclusion in Georgia since 2005. Our mission is to build a more just, equitable, and resilient society by focusing on rural economic development, strengthening civil society, increasing resilience to climate change and providing humanitarian assistance.
We have gained a strong reputation for our community-embedded programs and our ability to influence policy through civic engagement. Our work includes promoting the model for participatory local development, supporting vocational training and entrepreneurship, and most importantly, advocating for the rights and needs of marginalized groups. In addition to our core initiatives, we continue to support Ukrainian refugees displaced by the ongoing conflict, offering Multi-purpose Cash Assistance, psychosocial support, and income generation funding to those in need.
PIN collaborates with multiple stakeholders across Georgia, such as national and local civil society organizations (CSOs), Local Action Groups (LAGs), independent media, professional associations, and the private sector, as well as national or local government institutions to enhance social protection mechanisms and drive systemic changes. Our staff, based in Dusheti, and Tbilisi, ensures our presence across all regions of Georgia, including remote and mountainous areas often underserved by other actors. Through our extensive network and partnerships, we continue to make significant contributions to the country’s development and resilience.
Position Summary & Reporting Relations & Interdependencies with Other Functions
The Project Manager is responsible for the successful planning, execution, and completion of the anticipated project. The project manager will work closely with the project team, partners, local stakeholders and relevant authorities to ensure the project meets its goals on time and within budget. The role involves strengthening local governance, fostering sustainable natural resource management, and enhancing local economic opportunities through eco-tourism and agriculture.
The Project Manager reports to the Head of Programmes and collaborates closely with the Head of Systems and Operations, Grants and Reporting Manager, and Communications and Advocacy Manager. They will also coordinate with technical experts, local and international partners, and project beneficiaries.
Duties and Responsibilities:
- Strategic Planning: Develop and implement a detailed project plan, including timeline, resource allocation, and budget, ensuring alignment with PIN’s goals and donor requirements;
- Sustainable Development: Oversee all activities related to sustainable natural resource management, eco-tourism development, and community engagement;
- Management System Setup: Lead the establishment of participatory management structures for the protected landscape, including local governance bodies such as the Local Action Group (LAG);
- Field Monitoring: Conduct regular field visits to oversee implementation, providing technical guidance and support to teams and stakeholders;
- Risk and Issue Management: Identify risks related to project activities and adjust plans to ensure objectives are achieved;
- Ensure quality and timely implementation of all project activities PIN’s in line with relevant standards, best practices, and internal / donor requirements,
- Participate actively in relevant advocacy initiatives;
- Ensures that input and requirements regarding internal and donor reporting are fulfilled.
- Budget Management: Oversee budget planning (forecast and activity planning) and monitoring, ensuring efficient use of resources in collaboration with the finance team.
- Procurement and Payments: Ensure timely and compliant procurement of goods and services, managing key project documentation for financial processing in cooperation with Operation colleagues.
- Donor Reporting: Prepare regular reports for internal and external stakeholders, ensuring transparency and timely updates on project progress.
- Risk Management: Implement measures to monitor project risks and ensure the timely mitigation of any issues that arise.
- Work actively with PIN internal tools and systems – NAVISON, ELO, Donation overview, etc. to keep all project information up to date in relevant systems.
- Team Coordination: Lead the project team, ensuring alignment with project goals and providing day-to-day support and mentorship.
- Recruitment and Training: Oversee the recruitment and capacity-building of project staff, ensuring the team is equipped to meet project objectives.
- Performance Monitoring: Conduct regular reviews of team performance and provide feedback and support for professional development.
- MEAL Coordination: Work closely with the MEAL team to ensure accurate tracking of indicators and project impacts, adapting project activities as needed.
- Assessments and Evaluations: Support the design and implementation of baseline studies, environmental impact assessments, and mid-term and final evaluations.
- Documentation and Learning: Ensure the collection and dissemination of best practices and lessons learned throughout the project lifecycle.
- Stakeholder Engagement: Foster relationships with local authorities, government agencies (in particular Protected Landscape Tena-Tedzami), private sector actors, and civil society to ensure collaboration and support for project activities.
- Representation: Represent PIN in local, regional, and national forums related to environmental conservation, rural development, and sustainable tourism.
- Partnership Development: Lead negotiations with key stakeholders, including private sector actors, to establish partnerships that support project objectives.
- Serve as the main point of contact for the target CSOs, facilitators, trainers and other project partners.
- Carry out the duties in accordance with the PIN Code of Conduct & Key policies.
- Participate in training and awareness raising sessions related to the Code of Conduct & Key Policies, and Safeguarding.
- Contribute to the creation and maintenance of a fulfilling and protective environment.
- Ensure that her/his team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies
- Implement Safeguarding measures throughout the project cycle including risk analysis related to SEAH and Child protection at the project/program level and develop a mitigation plan accordingly.
- Ensure, when possible, that due diligence and/or capacity assessments of third parties include an assessment of third parties’ implementation of key safeguarding and risk policies including the prevention of SEAH.
- Fulfil other tasks relevant to the position as required.

Requirements
Required education
- Higher education diploma
Required experience and competencies:
- At least 3 years of experience in project management within international development, environmental conservation, or rural development. Experience with eco-tourism and sustainable resource management is preferred.
- Local Expertise: Prior experience working in Gori or the surrounding region is highly desirable. Candidates based in or with significant knowledge of the area will be given preference.
- Financial Management: Strong budget management skills, with the ability to forecast and monitor expenditures.
- Stakeholder Management: Proven ability to engage and coordinate with multiple stakeholders, including government agencies, local communities, and international partners.
- Language Proficiency: Full professional proficiency in English and Georgian languages is required.
- Team Leadership: Strong leadership skills, with experience managing multidisciplinary teams.
