We have an opening for a Project Controls Analyst. The Project Controls Analysts will have a strong knowledge and experience in Earned Value work controls, planning and scheduling integration with an emphasis in costs and financial data processing for infrastructure construction type projects. This role will use their strong knowledge in EVM & project controls systems such as cost processors, scheduling, and reporting tools to analyze project costs, schedule data, and develop project improvement strategies. In addition, the Analyst will work closely and partner with project managers on various projects and develop, update, and manage resource loaded schedules. This position is in the Project Management Office.
This position will be filled at either the Q01.3 or Q01.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
You will
- Monitor earned value performance data, develop data analysis including cost and schedule variance analysis, and prepare recovery or corrective action plans. Coordinate and review risk vetting, reporting, and Estimate at Completion analysis.
- Oversee production and status of schedule milestones and networks ensuring integrity and compliance of schedule data.
- Identify cost trends and schedule impacts, use statistical tools to analyze metrics, and report cost, schedule, risk and earned value information at meetings and to management and clients throughout the lifecycle of projects.
- Perform and maintain baseline change control management processes and logs.
- Analyze project cost, schedule data, and advise the project manager.
- Ability to support multiple projects and project managers simultaneously within a portfolio
- Work with project team to develop project improvement strategies.
- Develop, update, and manage resource loaded schedules.
- Possess and apply complete knowledge of and have experience using project controls software systems such as cost processors, scheduling and reporting tools.
- Develop project controls work processes, tools, and procedures included in the project controls system; Ensure integrity of project controls data and schedules and compliance with processes and procedures.
- Monitor performance data and independently develop complex analysis; use statistical tools to analyze schedule metrics.
- Knowledge and experience with Earned Value Management principles.
- Maintain, review, advise, present, and supervise production and interface with designated management and client counterparts on status of earned value data and cost and schedule.
- Review and coordinate information input into estimates/studies; responsible for the integration of activities and total work scope identification; evaluate estimates/studies results and recommend conclusions for project team consideration and discussion.
- Gather, prepare and analyze historical cost and schedule data between projects.
- Perform other duties as assigned.
In Addition, at the Q01.4 level
- Oversee set-up and implementation of the earned value management project controls system, including scope, budget and schedule. Provide training, interpret requirements, and implement advanced earned value management systems.
- Define, review and approve activities and associated scope, activity durations, logic and interfaces between activities, and resource loading activities.
- Review content and provide guidance on management and monthly reports.
- Serve as a subject matter expert and train/mentor others on diverse topics including Earned Value Management Systems.
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
- Bachelor’s Degree in relevant functional discipline or equivalent combination of education and related experience.
- Experience performing project controls functions, including cost control and cost analysis; experience and skill in directing planning and scheduling functions, including schedule development, control, and analysis.
- Advanced verbal and written communication skills; the ability to work effectively with multi-disciplined team members; use negotiation skills to influence; and experience working effectively on multiple projects simultaneously.
- Knowledge of and experience using cost/estimating/scheduling/ earned value computer applications (i.e. Primavera P6, Cobra, MS Excel, MS Project, Crystal Ball).
- Comprehensive understanding of general project controls technical skills and experience performing statistical analysis, and schedule monitoring.
- Experience with a project control and earned value management systems in planning, organizing, performing, reviewing, and presenting; this includes independently planning and scheduling using a high level of professional judgment and knowledge related to technical planning and scheduling skills.
- Understanding of technical processes, engineering drawings, quantity determinations and mathematical and financial reports. Knowledge of current industry and project controls technical developments.
- Experience identifying, analyzing and solving complex problems.
In Addition at the Q01.4 level
- Experience serving as a subject matter expert and mentoring others on diverse topics.
- Expert knowledge of and experience with project controls system, earned value management systems for planning, organizing, directing, performing, reviewing, and presenting cost engineering and cost estimating products.
- Expert knowledge of general project controls computer applications (i.e. Cobra, Empower, Primavera P6) and technical skills with integration of all project controls system components.
Qualifications we Desire
- Earned Value Professional (EVP) certification or AACE Planning and Scheduling Professional (PSP) or Certified Cost Professional (CCP).
- Certified Associate of Project Management (CAPM) or Project Management Professional (PMP) certification.
