About CST

CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia. CST Ethiopia works in partnership with local church and non-church organisations, supporting communities in Addis Ababa, Afar, Oromia, SNNPR and Tigray regions.

The CST Ethiopia main country office based in office Addis Ababa assumes overall responsibility for implementing the CST Ethiopia country programme, which currently focuses on resilient communities (sustainable livelihoods, humanitarian preparedness & response, and women empowerment), and ensure that the diverse location is united country model. CST Ethiopia works with a portfolio of approximately 20 local partner organisations throughout Ethiopia.

This role will be based in Tigray, Mekelle and will technically lead the livelihood development component of CST programmes in Tigray. CST livelihood development approaches include market system development; livelihood recovery and working with women in other forms of IGA relevant to the context. The post holder will involve at all levels of project management as well as a strong focus on partner technical capacity building in livelihood standards and approaches.

Scope of the Role

The Livelihood Programme Officer/LPO reports to the Consortium Manager in Mekelle. The LPO is an important role in the CST Ethiopia Mekelle branch and works closely with the Resilient Communities Programme team, GBV Response Programme team, MSD Programme Coordinator, MEAL-officer, Finance and Administration team, DCD-Head of Programmes, other CST Ethiopia Staff, partners, and other stakeholders to:

  1. Provide technical support on livelihood standards and approaches to local partners in Tigray.
  2. Facilitate and build the capacity of implementing partners and other stakeholders on Livelihood approaches and standards including MSD approach.
  3. Ensure that the women’s participation and engagement is well integrated into the project cycle management.
  4. Conduct regular monitoring visits to implementing partners and provide technical support on livelihood approaches and standards to partners’ staff.
  5. Ensure that records of project documents are properly administrated and saved.

Key Duties & Responsibilities

Providing technical support on livelihood approaches and standards approach to Implementing Partners

  • In coordination with the Head of CST Ethiopia Office, MSD Coordinator, DCD-Head of Programmes, Business Development Manager, and Resilient Communities Programme Manager ensure that all livelihood projects are applying under Livelihood approaches and standards and set basis for MSD principles.
  • Jointly responsible with partners for the effective implementation, monitoring, evaluation, and reporting on the project, in line with jointly agreed standards (programme cycle management) and Donor requirements.
  • Ensure the implementation of the project activities as per the outcomes, activities, budget, and timeframe indicated in Donor contracts.
  • In collaboration with Partners Livelihood officers conduct viable livelihood assessments and design interventions with consultation to relevant Partners staff and stakeholders.
  • Contribute, where appropriate and in agreement with partners, to advocacy and information work on market related policy and practice with relevant stakeholders in the region
  • Facilitate, monitor implementation, and accompany Consultants during assessments, VC-analysis, and Business case Development.
  • Attend livelihood promotion forums and clusters in the Region and inform the Head of CST Ethiopia office and DCD-Head of programmes for further improvement of Livelihood programme design

Build effective relationship and capacity of Implementing Partners: 

  • Develop, nurture, and manage relationships with CST Ethiopia’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance, and tools, and in agreement with the Head of CST Ethiopia Office and DCD-Head of Programmes.
  • Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place, and that any shortcomings are addressed.
  • In collaboration with Head of CST Ethiopia office identify capacity needs among Implementing partners and other relevant stakeholders around understanding and applying CST Ethiopia’s livelihood approaches and standards and related topics.
  • Provide training and accompaniment to Implementing partner staff to ensure effective project implementation is in place.
  • In collaboration with Head of CST Ethiopia office and MSD Coordinator, facilitate/ coordinate training related to Market/Income generating Activities/ Business Development Service, entrepreneurship to Partner staff
  • Supports and facilitates experience sharing forums and meetings on viable livelihood approaches and standards, capture and document the learnings for further dissemination.
  • Realise CST Ethiopia’s principles by acting in line with CST’s partnership standards, and by promoting and supporting partners’ adherence to jointly agreed accountability, gender, safeguarding children, protection, supply chain management/procurement good practice, and other standards, as these emerge.
  • Supporting in implementation of CST Ethiopia strategy plan in localization and partnership.

Monitoring & evaluation

  • Ensure that monitoring visits to Implementing Partners are regular and support partners in their monitoring and in producing timely action plans on activities related to Livelihood approaches and standards deliverables.
  • In collaboration with the Monitoring, Evaluation and Learning Advisor and MEAL officer, ensure the monitoring framework is functioning and updated when required.
  • Support the Monitoring, Evaluation and Learning officer to regularly gather information required for the progress reports, and annual project reports according to the Donor contract specifications.
  • Support the Head of CST Ethiopia Office during the commence of Baseline, Mid-Year, and Final Review of the Donor projects.
  • Ensure program implementation is on time, target, and budget, using effective M&E systems to reach desired impacts,

Administration and Knowledge Management

  • Ensure the documentation of learning in a way that all stakeholders can engage with and use as a learning tool and that it is communicated to EU-delegation via CST-Ethiopia in an appropriate manner. 
  • Ensure accurate records for the projects are kept in line with Trócaire and donor guideline in both hard and soft form (Salesforce)
  • Provide logistical support for programme activities and events.
  • Document and share learning with partners, CST staff and externally where appropriate.
  • Collect case studies and provide content demonstrating the impact of the projects for donor reports and other publications.
  • Co-ordinate and provide administrative support for Protection mainstreaming, Conflict Sensitivity, and other key International. humanitarian standard trainings
  • Support the Head of CST Ethiopia office on preparing different events like Governance meetings, Technical Working Group, start up project events and the likes.
  • Provide administrative support to the Head of CST Ethiopia Office as required, including for summaries, contracts, project closure and partner and project files.

Other

  • Undertake all other duties as may be assigned by the Head of CST Ethiopia Office in Mekelle or DCD-Head of programmes that are consistent with the nature of the job, its level of responsibility and requirements of the CST Ethiopia country programme.

 

Requirements

Essential Requirements

Qualifications

  • University bachelor’s degree in rural (agri-) economics, value chain development, developmental economics, business administration, agribusiness

Experience

  • Proven knowledge and experience in designing and implementing interventions on market development and value chain analysis.
  • Hands on experience in cost-benefit analysis, feasibility studies, context mapping
  • Profound skills in (participatory) market research, actors’ analysis, & conducting business case studies
  • Experience in private sector development, market linkages, and building network of actors.
  • Very good understanding of the Tigray context and their livelihood systems
  • Understanding food security and livelihood improvement in the context of dryland ecology and post conflict
  • Familiar with gender sensitive and youth led interventions.
  •  Profound knowledge and skills in conflict transformation and do-no-harm approaches.
  • Conviction and proven experience in active community participation (including in decision making) and empowerment of grassroots structures
