We are seeking a Programme Manager to join us on a Fixed Term Contract until March 2026.  

As Programme Manager you will be responsible for managing the transition to a new operating model with our NHS partners, moving from centralised to distributed sequencing of genomes. 

This will include working closely with our Product, Engineering, Security, and Assurance teams whilst engaging with Scientists, Bioinformaticians, third-party suppliers and vendors to collectively achieve successful outcomes.  

You will also work closely with the Service Owner and Programme Manager for the NGIS Service and their team.  

Everyday responsibilities include:

  • Develop and maintain a programme plan with key milestones, aligning project plans from all teams and supporting strategic long-term planning with the Service Owner. 
  • Clarify programme requirements across the organisation and with our NHS colleagues, assisting the Service Owner in the OKR process to prioritise programme work and remove blockers. 
  • Continuously monitor team progress to ensure alignment with goals, supporting issue resolution alongside Delivery Managers when needed. 
  • Manage risks, issues, actions, dependencies, and decisions in line with the Genomics England Risk Management policies promoting a culture of proactive risk management. 
  • Support budget management with the Service Owner and Finance team, ensuring teams are resourced adequately and flagging resourcing issues. 
  • Oversee procurement compliance within the programme, coordinating with the Procurement team to keep purchases on track. 
  • Serve as the Programme Board secretariat, manage reporting, and coordinate external assurance processes to maintain compliance and quality standards.
  • Actively participate in the Delivery Chapter to establish and share best practices with other Delivery professionals. Attend Chapter meetings and team away days. 

Skills and experience for success:  

  • Proven experience as a Programme Manager with expertise in project or programme management methodologies (e.g., Agile, PRINCE2) for delivering large-scale infrastructure or technical software programmes.
  • Skilled in leading the analysis, design, prioritisation, and implementation of process and business changes to optimise operations and service delivery. 
  • Strong skills in stakeholder management, with experience of reporting programme progress to a diverse set of senior stakeholders.
  • Familiarity with leading or supporting procurement processes. 
  • Experience in budget monitoring and development. 
  • Proficient in reporting, data interpretation, and initiating project planning. 
  • Excellent analytical skills.

Salary from £63,000

Genomics England operates a blended working model as we know our people appreciate the flexibility. We expect most people to come into the office 2 times each month as a minimum. However, this will vary according to role and will be agreed with your team leader. There is no expectation that staff will return to the office full time unless they want to, however, some of our roles require you to be on site full time e.g., lab teams, reception team. 

Our teams and squads have, and will continue to, reflect on what works best for them to work together successfully and have the freedom to design working patterns to suit, beyond the minimum. Our office locations are Canary Wharf, Cambridge and Leeds.
