Redhorse Corporation’s National Security Practice Area is seeking a Supply Chain Risk Analysis Program Manager to lead an interdisciplinary team to define, build and operationalize a best-in-class supply chain risk illumination platform including tailored data products, analytic tools, workflows and visualizations. The platform will consume and analyze self-attested, public, and commercial data, in real-time, along with providing a persistent monitoring capability against analyst-defined alert criteria. Utilizing the tool, Redhorse analysts will work with government customers to model their supply chains, produce baseline and topical analytic studies, collaborate with other analysts across the USG, and define and monitor automated alerts for critical changes This capability will support various programs across the entire federal supply chain, domestic commercial Information Technology marketplace, and Defense Industrial Base (DIB), and will illuminate risks to help federal programs and other beneficiaries mitigate vendor threats. This capability will serve as open resource based on security classification of analyzed data for potential use within the spectrum of information security environments (e.g. Top Secret / Sensitive Compartmented Information (TS/SCI), Secret, and Controlled Unclassified Information (CUI) levels) within the Department of Defense (DoD) and other government agencies.

The Program Manager will be responsible for program execution to include client success, budgeting, scheduling, quality management, and overall contract delivery.  Support will include producing contract planning documents such as Project Management Plans, QA Plans, Safety Plans, Organization Charts, etc., as well as contract deliverables on an ongoing basis. The Program Manager will be responsible for working with Redhorse’s Talent Acquisition Team to recruit and train staff and will maintain contract documentation and support responses to BPA RFIs and RFQs. The Program Manager will also support and develop technical approaches and solutions, write project descriptions, write case studies and success stories, and ensure alignment of customer requirements with Redhorse capabilities.

Responsibilities include but are not limited to:

  • Lead, collaborate, and effectively communicate with the wide range of expected participants on contract, including Contracting Officer, Contracting Officer’s Representative(s), Contracting Officer Technical Representative(s), technical managers, contractor and subcontractor task managers, staff, and others
  • Provide high quality client care to include effective communication, prioritization, and full understanding of contract requirements
  • Assemble and lead the full range of technical and administrative staff necessary to accomplish the full spectrum of work to be performed under this Contract 
  • Approach projects with a focus toward process improvement and introducing innovative solutions
  • Implement administrative policies of Redhorse and adhere to the Federal Acquisitions Regulations and the Federal Government budgeting process as it relates to contract vehicle and task order management
  • Develop and produce contract planning documents, to include Project Management Plans, QA Plans, Safety Plans & Organizational Charts
  • Develop and manage the program budget and schedule, implementing cost monitoring and delivery schedule measures, and producing required activity status reports
  • Produce high-quality required contract deliverables on an ongoing basis, managing all aspects of technical development and quality reviews
  • Assisting with recruiting and training of new employees for various open positions

Minimum Requirements for Skills, Experience, Education and Credentials

  • A current and active Top Secret (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI) (TS/SCI)
  • Must have recent, within the last three (3) years, hands-on experience in supply chain security intelligence analysis, including the use of technology capabilities supporting supply chain risk management; must be a recognized practitioner within the field.
  • Possess a minimum of an advanced degree in a security or business intelligence field of study, or ten (10) years of demonstrated management related work experience.
  • Project Management Institute (PMI) Certificate as a Project Management Professional (PMP) or equivalent certification
  • Ten (10) years of experience in project management within comprehensive supply chain or related field, management, and reporting programs; previous experience leading or leveraging big data analytics or AI/ML to support supply chain risk analyses
  • A minimum of five (5) years of experience managing Federal programs, to include leading and directing multiple, complex Task Orders concurrently
  • Must have extensive consulting and business development experience and exposure to the supply chain and defense industry.
  • Strong working knowledge of the public and commercial data sources foundational to supply chain risk analysis; be able to define requirements and drive tradeoff analyses when selecting data sources.
