The primary function of this position will be to manage and perform detailed compliance reviews on contract action items submitted as part of the client governance committee approval process in a capital projects environment. Typical items include purchase orders, professional services proposals, construction awards, and construction change orders.
 
This is a management-level position with our Program Compliance Team supporting our aviation client with their management and oversight of capital and operational programs at Orlando International Airport (MCO) and Orlando Executive Airport (ORL).
 
This is a hybrid position with a strong commitment to be present at the client’s various sites (this is anticipated to be at least 2 days/week and includes the days the different committees meet).

Key Responsibilities:

  • Manage a team of up to 10 staff to support the Program Compliance function and interdisciplinary coordination for the client between multiple groups and stakeholders. This includes strong communication and coordination among internal interdisciplinary groups.
  • Review items to be presented to client’s multiple governance committees and Authority Board for compliance with formatting and recording requirements, contractual terms and conditions, and audit clarity.  Task entails independent evaluation of proposed action item requests.
  • Manage and perform work necessary to ensure successful action of all items to support client’s capital programs.  Task includes pro-active collaboration to deliver results within client’s governance framework.
  • Demonstrate understanding of committee governance processes, procurement policies, management and detailed document review.  
  • Ideal candidate will have no less than 10 years of experience working in the public works development arena on large capital projects of which at least 3 years spent specifically in contract analysis, attestation or goods and/or services procurement. 

Preferred Knowledge & Experience:

  • Experience with strict procedural and deadline-driven work production
  • Understanding of construction contract delivery methods – eg, DBB, CMAR, PDB
  • Familiarity with construction projects, contract terminology and environment Comfort with being at the front of a team and performing time-sensitive tasks within strict deadlines and quick turn-around periods
  • Strong commitment to open communication, collaboration and accountability
  • Adept at building and maintaining direct relationships with internal and external stakeholders

Required Skills & Experience:

  • Degree in Public or Business Administration, Paralegal Studies or a similarly focused field of study
  • Governmental administration rules and practice experience
  • Attention to detail
  • Strong organizational skills
  • Strong interpersonal skills
  • Strong experience and comfort with MS Office products, specifically Excel, and with Adobe Acrobat
  • Ability to communicate with multiple levels of the client’s organization (executive, middle management, and administrative) including other firms working on behalf of the client
  • Ability and desire to reach a consensus
  • Ability to keep a positive attitude even under pressure
  • A willingness to continue learning and always strive for process improvement when/where applicable
  • Comfort with working independently on assigned tasks as part of a larger team
