To oversee the strategy, planning, and delivery of infrastructure projects assigned to Infrastructure Ontario for implementation. Ensure on-time, on-budget, and quality delivery for the entire portfolio
What You Will Do:

Strategic Oversight:
- Oversee the strategy, planning, and delivery for a portfolio of projects assigned to Infrastructure Ontario.
- Lead the development and submission of the annual business plan, capital budgets, and project staging plan for the portfolio of projects.
- Evolve the project delivery model to include a variety of delivery models and build a practice area within Project Delivery that utilizes direct delivery models.

Team Leadership:
- Develop and sustain a cost-effective organization focused on quality, on-time, and on-budget delivery; continually identify and implement best practices; promote and maintain a client-centric culture with a can-do attitude.
- Build a team which is competent in advancing major projects in a variety of contract models, including those where risk is shared or significantly retained by the contracting authority
- Create a supporting team of cost estimators, technical advisors, and specialists who can reasonably forecast the cost and schedule of projects during the planning and implementation phase

Stakeholder Engagement:
- Create strong linkages with governments, key partners, and external partners at senior levels to promote buy-in to projects and champion project management best practices.
- Liaise with private sector providers and related associations on project development matters.
- Cultivate strong industry relations and educate industry partners to ensure private sector support for new Infrastructure Ontario initiatives and practices.

Project Management:
- Develop and execute project initiation documents with clients in collaboration with the divisional senior management team.
- Ensure appropriate project management systems and financial management controls are in place to deliver projects within the approved staging plan, with proper monitoring and reporting.
- Assist with issue resolution for escalated issues and provide direction to project clients, advisors, and proponents to maintain Infrastructure Ontario’s objectives.

Communication and Reporting:
- Oversee all communications strategies and activities related to projects, keeping the CEO, Board, and senior ministry officials informed of relevant issues or events.
- Ensure the procurement of high-value external services and contractors for projects in accordance with established policies and accountabilities.
- Provide executive support to project development and foster strong industry relationships.

Policy and Process Development:
- Lead the development and implementation of policies, processes, and best practices in infrastructure planning, financing, procurement, and process management.
- Work with central agencies and the Project Delivery team to identify potential projects for Infrastructure Ontario.
What We Are Looking For:
- Substantial knowledge of government priorities and approval processes; a clear understanding of the inter-relations of the government’s mandate, priorities, and deliverables; and awareness of potential public perception of suggested decisions and activities.
- Significant progressive senior-level experience in planning, development, and construction of large-scale complex infrastructure projects.
- Demonstrated ability to effectively manage a large, diverse, and complex portfolio of projects.
- A proven track record of resolving claims and disputes in a manner that ensures project progress while appropriately protecting taxpayers
- Sound experience in dealing with highly-placed key partners, senior leadership teams, and Boards of Directors to ensure their support and buy-in.
- Demonstrated experience building positive and effective professional relationships at all levels with clients and key partners in the private and public sectors.
- Outstanding team leadership skills to build, develop, and motivate a professional team capable of delivering high-quality products that add value for clients and key partners.
- Proven leadership skills as a member of a senior executive team and in creating, communicating, and implementing a vision for staff and other executives.
- Strong negotiation skills at the boardroom level, with an ability to solve problems and find win-win solutions.
- Boardroom-level communication and presentation skills, with the ability to conceptualize information and provide clear, informed advice to executives, clients, business partners, and other key partners.

The salary range for this position is at a Level E3. Our hiring range is in line with internal pay bands and compensation philosophy.
