ORGANIZATION SUMMARY
World Relief is a global Christian humanitarian organization whose mission is to boldly engage the world’s greatest crises in partnership with the church. The Preferred Communities (PC) Program Manager will be responsible for overseeing the PC program at the World Relief Modesto office. This position’s portfolio includes well-developed literacy training, group case management, youth programming (whether limited to summer- only or otherwise), and PC volunteer management.
ROLE & RESPONSIBILITIES:
- CLIENT SERVICES OVERSIGHT
- Trains, models, and supports staff in responding to referred cases and clients
- Creates assessment, intake, and service plan tools, when needed
- Creates a framework to triage and determine appropriate levels of response and action
- Demonstrates how to advocate for higher risk and more vulnerable clients
- Ensures program forms and process are client-centered, trauma-informed, and applied with a compassionate and professional approach
- STAFF DEVELOPMENT & PERFORMANCE MANAGEMENT

Executes tasks associated with the entire employee lifecycle, including:
- Creates job descriptions, provides constructive feedback to cultivate staff growth
- Sets performance goals with measurable, timebound results. Conducts annual reviews and creates custom development plans with staff
- Supports staff through regular direct-report check-ins
- Creates and provides staff training on relevant program topics, processes, and approaches
- Creates training materials and facilitates training sessions
- Reviews staff's work to ensure accuracy, quality, and timeliness
- Provides mentorship, support and routine supervision to staff
- Promotes and develop a high functioning, collaborative team and ensure effective integration of internships and volunteers within programs; collaborate with other programs
- PROGRAM DESIGN & GRANT MANGEMENT
- Guides staff in conceptualizing, implementing, monitoring and evaluating interventions and programs that are effective and responsive to client needs
- Forward thinking regarding program implementation, output and outcome tracking, and stakeholder impacts
- Proficient Technical Writer: Can make complex content concise and easily understood
- Uses data and quotes effectively to illuminate and advance the main point
- Understands and responds to grant prompts, including re-working/-wording, logic models or outcomes to fit the funder template(s)
- Proactively learns best practices and applies them in the program and with staff
- Creates assessments that accurately measure impact, not just outputs
- Actively considers gender equity and inclusivity in design and assessment methods
- Collects meaningful data to identify trends, impact, and improvement areas
- Designs or implements client feedback mechanisms, including surveys, focus groups, and other collection mechanisms. Uses input to improve services
- Establishes and implements real-time financial tracking of related funding sources, considering case/client, request type, approval process, timeliness, funding source
- Requests specific and budget line-item reallocations, as needed, and oversees program-level approval processes
- QUALITY ASSURANCE & COMPLIANCE
- Oversees and conducts regular internal case file reviews (paper files and electronic case files) to ensure compliance with WRM policies and any donor requirements
- Develop/maintain effective quality assurance systems and processes for course correction
- Frequently discuss best and emerging practices within the mental health sector that are culturally appropriate and can be integrated in assessing client needs and or measuring outcomes of programs
- Identifies, reviews, and applies data and trends to tailor program services
- Completes donor reports with accurate, timely, and relevant information
- COMMUNITY PARTNERSHIPS
- Coordinates outreach activities into local communities and partner organizations to promote awareness of available programming for refugees, asylum seeking families, and other populations and facilitate timely access to services
- Coordinates with Community Engagement staff to maximize resources from donors and partners and communicate impact through data and success stories
- Develops and strengthen partnerships with local schools, FQHCs, mental health, healthcare, social services, domestic violence, and other providers, offering technical guidance, mentoring and support that contributes to their capacity to provide appropriate, trauma-informed services to clients and increase clients’ access to the services offered by mainstream providers

- This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
JOB REQUIREMENTS:
- Mature and personal Christian faith
- Committed to the mission, vision, and values of World Relief
- Desire to serve and empower the Church to impact vulnerable communities
- Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
- Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes
- Superior oral and written communication skills in English, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
- Highly proficient in Microsoft Office suite and an aptitude for learning software applications
- Experience successfully overseeing budgets and developing new programming
- Proficiency in written and spoken English
- Valid California Drivers License
- Ability to climb stairs on a daily basis
PREFERRED QUALIFICATIONS:
- Experience working in social services or with vulnerable populations, refugee and/or immigrant services preferred
- Successful leadership experience managing a multi-disciplinary team and cross- cultural dynamics, coaching and mentoring
- Experience successfully overseeing budgets and developing new programming
- Proven success designing programs and developing high quality grant proposals
- Experience directly supervising staff preferred
Physical Requirements:
- While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations
- the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-25 pounds.
