Location: Kathmandu office, with regular visits to areas of presence

Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992, and currently active in 22 countries globally. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing, facilitating and advocating for systemic solutions that address the needs of vulnerable populations, including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance (CSIG) across several provinces of Nepal. To achieve these, PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, networks, academia, private sector, media and other key stakeholders in Nepal. Together with them, PIN Nepal has been one of the pioneer organizations advancing programmes such as multi-hazard disaster preparedness and anticipatory action, durable local solutions, inclusive education and GBV prevention, community climate resilience modelling for more inclusive and efficient local decision-making, urban resilience or waste management and circular economy approaches. Scope of Work
All PIN staff agree to:

The purpose of this position is to develop and maintain partnerships with the PIN Nepal’s stakeholders at federal level and oversee provincial level and relevant local level stakeholder engagement, lead PIN Nepal’s CSO programming, develop internal PIN Nepal capacities and systems related to partnership management and capacity strengthening of partners and CSOs, build relationship and partnerships with other key stakeholders in Nepal at national and sub national levels; and ensure that PIN Nepal’s programmes are conducted in compliance with governmental compliance, PIN’s and donor’s rules and regulations. The position will directly report to Deputy Country Director (DCD), manage PIN Nepal’s partnership team and involves travel within Nepal, and is expected to operate with a high degree of autonomy.
Key Summary of Functions
Develop internal PIN-Nepal’s capacities and systems related to partnership management and capacity strengthening of partners and CSOs
- In coordination with PIN global partnership advisor, lead and contribute to development where required and implementation of internal procedures, systems and resources on partnership management, standard operating procedures (SOP) and partnership handbook, and partners and CSO capacity sharing and strengthening plan;
- Lead on capacity strengthening efforts for all staff in terms of recent development around partnership, localization, civic space and capacity strengthening approaches;
- Manage and supervise PIN Nepal’s partnership team, including Civil Society Now (CSN) team in terms of resource development, capacity strengthening of member CSOs and regular engagement; Coordinate with PIN’s global CSN team;
- Act as CP’s focal person for all task related to civil society and inclusive governance (CSIG) pillar;
- Develop CP strategy on partnership and localization action plan and ensure its implementation and regular review with senior leadership; and
- Regularly participate in PIN’s Community of Practice on Partnerships and share PIN Nepal’s partnership work with other CPs and HQ staff.
Develop and enhance partnerships with other key stakeholders in Nepal on both central and provincial levels
- Guide and oversee PIN Nepal’s government liaison agenda
- Lead on developing and updating stakeholder analysis (both local partners and UN agencies/Private sector/INGOs);
- Lead and support with relationship building with local stakeholders and CSO partners; development of teaming agreement, strategic partnerships (MoU) and partnership agreement package with existing and potential partners;
- In coordination with relevant department and colleagues, lead expression of interest process in identifying local partners for new programs and other administrative requirement in line with PIN’s and government’s compliance;
- In coordination with Program Managers and team, maintain partnerships with local organizations and PIN’s local CSO partners; ensure and lead Partnership Assessment Tool (PAT) and due diligence assessment process in cooperation with relevant colleagues; lead the team with development and implementation of institutional and programmatic capacity strengthening plans, and timely monitor progress and report back to relevant program/project managers and leads;
- Support Program Managers and Finance Managers to ensure that PIN Nepal’s programs and local partners are following all relevant government and donors’ guidelines and compliances;
- Ensure good partnership practices with existing partners according to PIN global and PIN-Nepal’s standards; organize regular coordination calls with senior management of partners;
- Ensure quality and effective capacity sharing and strengthening of PIN Nepal’s diverse partners through engagement of different functions and initiative on partnership management and capacity strengthening
- Mobilize team for regular capacity needs assessment and gap analysis of partners using PAT, OCAT and other tools and develop partner focused and CP action plan for partners;
- Design tailored capacity sharing and strengthening strategies and plans for partners particularly CSO partners;
Ensure quality capacity strengthening interventions using cost-effective and efficient methodologies for diverse partners including face to face, online and hybrid, and monitor and document progress, learning and challenges;
- Support CSO partners and CSOs with their institutional development and programmatic thematic expertise, including strengthening of governance, organizational policies and procedures, resource mobilization, advocacy and networking, mobilizing PIN Nepal’s CSN platform and other approaches;
- Support PIN’s program, MEAL and other department with implementation and monitoring of sub-grants components for local CSOs and groups across PIN Nepal’s programmes;

- Government ministries and department – coordination and networking in close consultation with DCD
Critical Competencies
- Interested candidate(s) should have a strong technical skills and competencies on partnership development (relationship building, partnerships development, coordination) and management (contract negotiation and management; performance monitoring, conflict mediation, capacity strengthening, etc.). The candidate should have sound knowledge and understanding of NGO culture and grassroot CSO landscape in Nepal; maintain integrity and diplomacy and possess a comprehensive set of competencies enabling the successful candidate to immediately contribute to the partnership building agenda, primarily – strategic, integrity, results-orientation, team-work, strong networking skills and good interpersonal skills, well-developed communication skills, sound judgement, analytical skills, flexibility, proactive approach & engagement, innovation, gender & cultural sensitive, ability to work under pressure, and embraces both change, and complexity.
Requirements
- Master’s degree in social science/work, rural development, political science, humanitarian/development work or relevant field, with at least 2 years of demonstrated work experience or Bachelor’s degree with 4 years of work experience with an I/NGO and/or UN agency in similar role.
- Minimum 4 years of relevant management and representation experience in civil society/INGO sector in Nepal with particular experience in partnership management and CSO capacity building initiatives.
- Excellent understanding of Nepali political and bureaucracy context and strong networks within relevant Nepali institutions, especially having updated understanding of CSO dynamics in Nepal.
- Strong understanding of humanitarian/development standards and principles; excellent orientation in UN cluster system and in the existing international legal and conceptual frameworks.
- Strong analytical and representation skills.
- Excellent communication and influencing skills using evidence-based methods.
- Proven strong interpersonal, negotiation, promotion and diplomacy skills.
- Solid knowledge of accountability processes.
- Fluent in both English and Nepali.
