What will you do?
Bixal has an exciting opportunity for an Operations Manager to join our team to support the USAID/West Africa Collaborative Regional Evidence-Based Adaptation for Transformative Economic Solutions (CREATES) Activity. The Operations Manager will report directly to the Chief of Party (COP), and will oversee financial management, sub-contracts, operations, and ensure compliance with USAID regulations, Ghanaian laws, and Bixal policies. They are responsible for managing the CREATES security plan, climate risk management plan, coordinating with diplomacy and in a collaborative way with staff, sub-contractors, consultants. They will also support logistics, vendor agreements, and financial reporting. They will work closely with Bixal’s HO Program Management Unit (PMU), Finance Team, Director of Global Security and Risk and the CREATES Country Office Accountant, Operations Assistant, and technical teams.

Location:
This role is based in Accra, Ghana and will be on-site at Bixal’s CREATES Country Office in Labone, Accra, Ghana.
Responsibilities:
Financial management and budgeting
Take the lead on financial management and budgeting and ensure robust processes are in place for accurate tracking and reporting, working closely with the Chief of Party and Accountant
Collaborate effectively with technical teams to align budget management of service requests and operational needs
Procurement oversight
Oversee and manage procurements by closely working with the Operations Assistant and Bixal HO PMU team
Ensure that all procurement activities effectively comply with USAID regulations and Bixal policies
Ensure the smooth implementation and effectiveness of procurement activities through well-coordinated approaches a planning process
Collaborate with technical teams to ensure timely and effective procurement in support of service request and activity implementation
Consultant, vendor and subcontract management
Lead the development, management, and oversight of consultants, vendors, and subcontractor agreements
Ensure thorough compliance with financial and operational requirements for payments and service delivery with close coordination with Bixal PMU and CREATES technical team and maintain high standards for all processes
Human resources and operations
Under the supervision of the Chief of Party, maintain strong oversight of human resources and operational activities of the Country Office, and ensure full compliance with local laws, USAID regulations, and Bixal policies
Provide, in coordination with the CREATES Bilingual Receptionist, direction and support to logistics, international travels, event organization and optimize planning and coordination
Security management
Manage the implementation and monitoring of the CREATES Activity Security Plan, including weekly analysis of the regional security context as relevant to Activity implementation and staff travel
Train staff and consultants on security protocols and ensure consistent compliance
Work closely with subcontractors to verify they adhere to approved security protocols
Climate risk management plan (CRMP)
Oversee the execution and proper implementation of the CREATES CRMP
Train staff, consultants, subcontractors on CRMP-related procedures and ensure full adherence to the activities outlined in the plan
Compliance and coordination
Ensure stringent compliance with all USAID rules and regulations, as well as Ghanaian laws, across all project activities
Maintain close coordination with the Chief of Party and the Bixal HO PMU, finance, and security team on contractual matters to streamline operations
Perform additional responsibilities as assigned by the Chief of Party
Qualifications
Bachelor’s degree in business administration, finance or economics related field.
At least 5 years of experience managing finance, procurement, operations, logistics, security and/or human resources of international development programs, or three years-experience with a master's degree.
Demonstrated experience working on USAID-funded projects.
Deep knowledge of financial tracking, budgeting, and reporting, with the capacity to coordinate with technical teams on budgetary aspects and project procurement.
Proven ability to manage procurement, financial processes, and office operations, particularly within USAID-funded projects or similar international development environments.
Demonstrated experience in overseeing security, risks management, and ensuring compliance with organizational policies and USAID regulations with a focus on supporting technical staff, subcontractors, and consultants.
Strong understanding of USAID regulations, Ghanaian laws, and compliance standards.
Ability to train staff and subcontractors on security protocols, and risks management.
Written and spoken Fluency in English required.
