Bixal seeks evaluation experts to support a variety of short and medium-term qualitative and quantitative evaluations covering a range of Department of State (DOS) and United States Agency for International Development (USAID) activities across headquarters, regional, functional, management bureaus, and overseas posts.
This opportunity will support building and nurturing a culture of evidence and learning, helping offices perform evaluation activities, capacity building, and analysis and implementing plans for dissemination and recommendations from findings.
Sector areas to be evaluated include civilian security, human rights, conflict and stabilization, and federal government general management and administration.
Scope of Work
- Design and lead the implementation of evaluations, including within complex settings such as humanitarian and conflict settings.
- Oversee data collection, developing and teaching case studies, and preparing reports for USG audiences.
- Lead the evaluation team (2-7 team members).
- Develop and deliver presentations to USG audiences and other high-level stakeholders.
- Lead report writing and other deliverables, with responsibility for the quality and timeliness of the deliverables.
- Serve as the client’s primary point of technical contact for the evaluation.
Minimum Requirements
- Experience performing evaluations for DOS and/or USAID.
- Expertise in a variety of evaluation designs.
- Ability to apply a broad range of qualitative and quantitative methods and expertise in data collection methods such as key informant interviews, focus groups, surveys, and participatory methods.
- Demonstrated report writing experience.
- Experience in the analysis if quantitative data with industry-standard statistical analysis software packages.
- Strong written and verbal communication skills in English.
- Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
Nice to Have
- Active US Secret Security clearance, or the ability to obtain it.
- Experience performing evaluations for or working with the Department of State (DOS) or for the United States Agency for International Development (USAID).
- Experience in the analysis of quantifiable data, including with industry-standard statistical analysis software packages
- Demonstrated presentation and report-writing experience.
- Experience in low- and middle-income countries
- Fluency in a second language such as Spanish, French or Arabic.
