Office Administrator for Nuclear Counterterrorism and Counterproliferation and Nuclear Emergency Support Team

We have an opening for an Administrator for the Nuclear Counterterrorism and Counterproliferation, and Nuclear Emergency Support Team program elements within the Nuclear Threat Reduction (N) Program.  In this role, you will engage in a diverse range of responsibilities related to laboratory operations, business functions, and organizational management.  You will oversee administrative operations, business development, and regulatory compliance activities and play a pivotal role in initiating, recommending, and implementing internal administrative systems and procedures, while also directing and overseeing the administrative support personnel within the areas.  You will also collaborate with the NNSA and other sponsors to ensure continuity of collaboration.  This position reports to N Program within the Global Security Principal Directorate.

You will

  • Serve as the primary point of contact for area administrative matters; plan, execute, and/or provide oversight to a variety of operational and organizational requirements and activities.
  • Manage area administrative staff to include interviewing, supervising, mentoring, training, performance management, coordinating work assignments, and providing alignment and salary recommendations.
  • Assess area business, operational and organizational requirements and deliverables and develop, approve, and implement administrative and operational activities.
  • Research, analyze, establish and implement internal administrative procedures and systems to enhance efficiency and effectiveness of administrative operations.
  • Participate in planning, decision-making, and development of strategy plans for the work unit.
  • Organize and coordinate large and small-scale visits encompassing all necessary administrative and security logistics including US and foreign clearance transfers.
  • Collect, validate, interpret and analyze business and/or organizational planning data in support of strategic and/or workforce planning activities and establish and maintain complex databases, spreadsheets, and tracking systems to ensure action items are completed. 
  • Assist with tracking budgets and expenditures, working closely with Program Leaders and Resource Managers.
  • Transport visitors at LLNL and Site 300 during tours and meetings.
  • Perform other duties as assigned.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret Clearance issued by another U.S. government agency at the time of hire with the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
  • Advanced administrative and organizational skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines. Proven ability to work effectively with short deadlines and frequent interruptions.
  • Demonstrated effective interpersonal, verbal, and written communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.
  • Experience coordinating administrative and operational work activities and multi-faceted internal processes for the work unit and/or functional area.
  • Experience working on organizational projects with the ability to understand, interpret, and apply related policies and procedures.
  • Demonstrated effective leadership and team-building skills.
  • Effective analytical, problem solving and decision-making skills necessary to independently advise, resolve, recommend and approve appropriate actions to implement solutions.
  • Experience leading administrative projects effectively and ability to understand, interpret, and apply operational related policies and procedures; advanced organizational skills, attention to detail, accuracy, and follow through.
  • Understanding of basic principles of personnel administration, policies and procedures and of HR compliance requirements for personnel administration (FLSA, ADA, EEO, etc.).
  • Advanced knowledge of laboratory applications and associated software including MS Office and experience developing complex reports for use in management decision making.
  • Knowledge of international travel policies and processes.
  • This position requires a valid California driver’s license.

Qualifications We Desire

  • Advanced supervisory experience with demonstrated leadership and team building skills to effectively build and manage administrative personnel who support multidisciplinary groups.
  • Broad and in-depth knowledge of Laboratory business, operations, and program/discipline organizations; demonstrated knowledge of external organizations at the local, State and National levels.
  • Experience working in classified environments including SCIFs.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
