Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by IS for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised

 

Annex A – Special Terms and Conditions

The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.

No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.

The contractor will be responsible for complying with all the respective National Health COVID- 19 regulations in Belgium before taking up the position.

 

Profile Title: ICT Project Manager

Profile Description Summary: Within ICTM, the Business Solutions Management (BSM) service oversees and directs the full lifecycle of all NATO HQ IT systems including developing and implementing the comprehensive evolution and transformation of all digital services.

The Integration and Coordination Unit (ICU) sits in the BSM service and participates in the implementation, transition and upgrading of software to complement and enhance office productivity as well as to support organisational efforts to institute Digital Transformation and Cloud adoption. In the foreseeable future some of the NATO HQ ICT infrastructure will be integrated into a centralised NATO-wide data centre infrastructure.

The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the related coordination of security accreditation activities.

Division: International Staff - Executive Management

Mission: The Executive Management (EM) Division, International Staff (IS), has the lead role in the overall management of the NATO Headquarters (HQ) environment.

Within EM, the ICTM Directorate provides support and services to the North Atlantic Council (NAC), its Committees, IS staff, and, when required, to Member and Partner Nation Delegations based in the HQ. The Directorate comprises of two pillars: Business Solution Management (BSM) and Archives, Information and Knowledge Management (AIM).

Vision: ICTM is a recognised and trusted Directorate for the implementation of ICT-related projects for the IS. PRINCE2 has been adopted as methodology. EM/ICTM follows an approved project management process.

Background:

The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the coordination of security accreditation activities. They manage multiple projects of varying size and complexity for applications and systems for use in the NATO Headquarters (HQ) environment. The project manager is responsible for scoping, planning, execution and monitoring the projects to

deliver on schedule, to budget and compliant with the relevant NATO CIS policies. S/he manages the relationship between technology and business at the project level and is responsible for the resources management, finance management, quality management, control management and business continuity of the projects.

Objectives:

  • Delivery of assigned projects according to the agreed scope, time and cost.
  • Follow the existing and approved project management process.
  • Organise and attend project board meetings.
  • Write reports on a regular basis.

Scope of Work

  • Develop project plans;
  • Ensure the project gets approval from a security perspective;
  • Develop other project documentation when required, e.g. a Project Initiation Document; Highlight report, Exception report, etc.

Reporting: Monthly status report per project to NATO supervisor and respective project board

Duties and Role:

The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the coordination of security accreditation activities. S/he manages the relationship between technology and business at the project level and is responsible for the resource management, finance management, quality management, control management and business continuity of the projects.

Duties are:

  • Manage projects assigned by the NATO supervisor;
  • Provide regular project updates as requested by the project board;
  • Generate project-related reports such as highlight reports, exception reports, risk & issue register, etc.

Location: The Service will be 100% (full time) at NATO Headquarters in Brussels. A limited amount of teleworking might be granted under special circumstances.

Period of Performance:

2024 BASE: 2nd December 2024 until 30 December 2025.

2025 OPTION: 2nd January 2025 – 31 December 2025

Travel: No travel is required/expected.

Deliverables:

  • Delivery of expected project outcome as described in the agreed requirements;
  • Project documentation as mentioned in paragraph 3 above;
  • Budget forecast per project.

Requirements

REQUIRED EXPERTISE AND QUALIFICATION

Experience

  • Minimum 5 years of experience in ICT project management functions;
  • Proven experience in security accreditation processes;
  • Experience in software development.
  • Additionally, the incumbent should have experience in working in an international organization or environment.

Education and Qualification requirements

  • Technically oriented university degree (information management, electronic engineering, etc.) or equivalent completed advanced vocational training;
  • Good understanding and technical knowledge of the ICT infrastructure & security services (directory services, database, PKI, firewall, etc.), latest software technologies;
  • Good understanding of project management methodologies and tools (PRINCE2);
  • Desirable: experience with contract or service-level-agreement management.

Language requirements

  • Possess the following minimum levels of NATO’s official languages (English): V (“Advanced”)

Other requirements

  • Proven experience in organizing workshops and conducting meetings and presentations;
  • Excellent drafting and communication skills;
  • The contracted individual must be in possession of a security clearance of NATO Secret.
  • A signed Non-Disclosure Agreement will be required.
