Start date is as soon as possible but not later than 11th November 2024 with possibility to exercise the following options:

OPTION 2025: 1st January 2025 until 31st December 2025

Required Security Clearance: NATO SECRET

Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by IS for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

 

Annex A – Special Terms and Conditions

The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.

No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.

The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

 

Profile Title: MEP Technical Engineer

Profile Description Summary: We are looking for an experienced technical engineer MEP (Mechanical, Electrical and Plumbing) to reinforce the TS team, within the Executive Management / HQ Support & Transformation/Infrastructure & Facilities Management (EM-HQST – IFM). He/she will monitor and coordinate new projects that will be entrusted to IFM’s teams of technicians and architects.

Division: EM-HQST - IFM

Mission: The role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services.

IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.

Current context: EM-HQST-IFM is facing significant challenges concerning workspace, mainly consecutive to the accession of two new Allies, to staff increase linked to NATO 2030 initiatives, and the need to respond to the lack of certain capabilities. These challenges coincide with multiple mainstream HQ architectural and technical projects.

 

Objectives and scope of work: The incumbent cover the technical aspects of projects managed by the Architect/Project Manager, from early design phases to the provisional reception and closure of the projects.

The scope of the activities of the incumbent will therefore not be limited to office space projects, and may cover the various domains such as the follow-up of a project to install photovoltaic panels at NATO and the integration of charging stations for electric vehicles.

The incumbent may also monitor external work in front of a NATO building in coordination with the construction of the new Defence building.

Full or part time, based on candidate availability and price – to be discussed with hiring manager.

 

Duties and Role:

  • Prepare technical concepts and project proposals based on clients and/or the Architect / Project manager
  • Raise areas of concerns, identify and manage project risks and issues and seek management decision when necessary.
  • Present, argue and defend project options to the Leadership and customers
  • Prepare cost estimates, which include self-assessments and input from various stakeholders
  • Advise and prepare reports to management (progress reports, risk and mitigation plans, etc). In compliance with the document management strategy and using document management tools & processes
  • Assume responsibility for liaising with customers, suppliers, and other project in-house or external stakeholders, to ensure that projects are on track and address the objectives
  • Technical and financial reports to IFM services.
  • Weekly status reports to supervisor.

Location: The Service will be 100% (full time) at NATO Headquarters in Brussels. A limited amount of teleworking might be granted under special circumstances.

Travel: No travel is required/expected.

Deliverables: All documentation and activities linked to the scope of work and the domains of activities described above. Including, but not limited to:

  • Project briefs, memos, communications with stakeholders, meeting reports;
  • Technical drawings and drafts, including presentations and visuals, in coordination with CAD/BIM team;
  • Specifications for calls for bids and bid evaluation in the domains of MEP disciplines, refurbishment and renovation as required by IFM services;
  • Project-related deliverables including feasibility studies, cost estimates, project management documents, conceptual, design, implementation and as-built plans as required by IFM services.

Requirements

Required Expertise and Qualification:

Experience

  • Minimum 5 years’ experience in the domains of Facilities Management and/or Construction projects.
  • Have extensive experience as Technical Engineer
  • Have extensive experience as a technical project manager in medium or large-scale project(s), in the context of workplace design and/or management
  • Have professional experience in project(s) that include a sustainability dimension;
  • Demonstrate relevant experience in the domains of Facilities Management, Workplace, and Construction projects;
  • Demonstrate design and/or drawing skills;
  • Be able to draft ‘call for bids’ that require technical specifications, in the domains of construction,
  • refurbishment and renovation, and other Facilities Management related disciplines.

Education and Qualification requirements

  • Possess a university degree in electrical engineering, HVAC engineering or other similar field relevant for the position;
  • Have a good knowledge of projects and workplaces that include Building Management Systems (BMS) and Electronic Security Systems (ESS) components

Language requirements

  • Possess the following minimum levels of NATO’s official languages (French): V (“Advanced”) (English): II (“Elementary)

Other requirements

  • Proven experience in organizing workshops and conducting meetings and presentations;
  • Well-organised and collaborative, with client service approach.

 

Security and Non-Disclosure Agreement:

  • The contracted individual must be in possession of a security clearance of NATO Secret.
  • A signed Non-Disclosure Agreement will be required
