Position Description
Redhorse Corporation is actively seeking a National Programs and Policy Support Analyst/SME to provide support working directly for National Programs & Policy Support (NP&PS) leadership on issues related to special programs under the purview of the Under Secretary of Defense (Intelligence & Security).
This support includes assisting with oversight, strategic planning, coordination, de-confliction, operational support, finance, security, training, and logistics that have a direct impact on sensitive operations worldwide. The work location is the Pentagon.
Tasks, duties, and responsibilities include:
- Department of Defense (DoD) focal point control officer for programs conducted pursuant to a National Security Directive. Provide subject matter expertise on issues related to special access programs (SAP) under the purview of the Under Secretary of Defense for Intelligence & Security (USD(I&S)). Engage and coordinate with Joint Staff, defense agencies, CCMDs, and military service personnel with National Programs focal point responsibilities.
- Coordinate with OSD, NSC, Congress, Defense Agencies, Combatant Commands, and the interagency on programs.
- Advise senior DoD leadership of substantive unusual problems characterized by their breadth, importance, or severity. Provide program-specific technical and administrative guidance to stakeholders and recommendations to DoD senior leaders.
- Provide security and policy recommendations for program stakeholders, ensuring DoD and Intelligence Community (IC) equities are recognized and protected at all levels.
- Liaise with the interagency to coordinate programmatic policy and practices.
- Ensure all SAP-level security requirements are upheld and facilitate the identification and implementation of all appropriate mitigations and incident response measures.
- Develop, coordinate, and implement strategic guidance to manage complex security issues affecting SAP management, procedures, and policies. Present NP&PS leadership and executive-level decision makers with well-considered, organized policy and management advice based on evaluation of doctrine and best practices.
- Propose and implement modernization solutions and processes for managing billets as well as the coordination and synchronization of information and documents across DoD and the IC.
- Coordinate policy support across DoD entities to ensure DoD equities are recognized and protected at all levels. Liaise with OSD, NSC, Congress, Defense Intelligence Enterprise (DIE), CCMDs, IC, and the interagency to coordinate programmatic policy and practices, as well as all program-related security requirements and procedures.
- Participate in program-specific meetings to provide technical, administrative, and policy guidance to DoD stakeholders. Communicate DoD positions on program issues to the interagency and the Executive Branch. Provide the Secretary of Defense, USD(I&S), USD(P), and subcomponents with well-considered, organized policy and management
Basic minimum requirements for skills, experience, education and credentials include:
- Active Top Secret/SCI clearance
- Bachelor’s Degree from an accredited college or university
- Eight years of DoD, government or military intelligence professional experience
- Strong interpersonal, organizational, communication, and problem-solving skills, including the ability to work effectively both independently and collaboratively.
- Proven ability to communicate—verbally and in writing—complex information in a clear, concise manner tailored to the needs of diverse audiences with varying perspectives and objectives.
- Thorough knowledge of the DoD and the IC, including missions, functions, organization, members, and relationship.
- Demonstrated success dealing with senior-level officers, executives, and appointees on politically sensitive topics or contentious issues.
Highly desired requirements for skills, experience, education and credentials include:
- Master’s degree
- Military experience to include recent, relevant experience within OSD, Joint Staff, Services, CSAs, or a Combatant Command intelligence staff
- Thorough knowledge of handling ACCM, SCI and SAP information to include administration and management.
- Subject matter expertise in security, analysis, requirements, strategic planning and concept development, program analysis and evaluation and policy.
