Ifrikya Center for Common Ground (ICCG) is seeking a consultant to support the development of an analysis tool / Data collection Mask for the M&E /Behavioral change package to be used to monitor and evaluate the impact of a peace education curriculum within Tunisian primary schools. Following this 18-month program, we are primarily interested in Tunisian youth’s resilience to violence, activity in their communities, and resistance to risk factors for isolation and radicalization. We want to analyze the tools’ impact across gender, age cohort, and regional demographics. Candidates’ teams should have experience in research and programs related to preventing violent extremism, peace education, and interactive pedagogy.

Ifrikya Center for Common Ground
Ifrikya Center for Common Ground (ICCG) is a Tunisian non-profit organization, established on December 13, 2021, in accordance with the provisions of Decree No. 2011-88 of September 24, 2011, on the organization of associations to promote social cohesion in Tunisia. ICCG is a Tunisian peacebuilding NGO that aims to promote sustainable social cohesion in Tunisian society through conflict transformation.
The Project
ICCG has launched an 18-month project called “National Peace Education Curriculum Initiative in Tunisia” with the goal of increasing resilience and positive normative values of Tunisian children and youth in their local, national, and global environment.
The overall goal is supported by two specific objectives:
- Strengthened capacities of educational and pedagogical experts to institutionalize the peace education curriculum into the official primary education system
- Enhanced engagement of Tunisian youth around civic values, non-violent communication, and digital peacebuilding within the targeted localities.
Requirements of Consultant
Education
- Master’s degree (doctoral degree preferred) in Education, Sociology, Mathematics, Statistics or a related field.
Professional Experience
- A minimum of 10 years professional experience with a focus on child/youth psychology and/or working with CSOs in at risk student’s engagement and preferred experience in PVE.
- At least 5 years of professional work experience at national or international level on education programming, data analysis, particularly in curriculum development. .
- Strong technical expertise in M&E tool development, data analysis matrix development, and generating data analysis reports.
Job Knowledge and Skills
- Extensive experience working with at-risk students or Children’s, either from a clinical, research and/or social work perspective.
- ExperienceworkingwithMinistriesofEducationprovidingtechnical support or implementing programs, particularly in education and/or analytical research.
- Strong knowledge of methodologies and techniques to work in preventing violent extremism within the school environment.
- Knowledge of the Tunisian context, or prior experience working in other MENA countries, would be considered an asset.
- Experience working with an international NGO environment highly desirable;
- Experience in developing data analysis tools .
- Good coordination, communication (verbal and written).
- Team spirit and ability to collaborate with colleagues in an open and constructive way.
- Fluent in written and oral English and French. Arabic would be a plus.
- Extensive experience in developing M&E tools and matrix for data entry.
- Strong interpersonal and communication skills, both written and oral.
- Excellent program management (design, planning, and coordination) skills.
- Strong technical expertise in report writing.
- Proficiency working with Microsoft Office or other similar software.
- Good knowledge of the Tunisian education sector/context or regional knowledge in similar country contexts is highly desirable.
In addition, the consultant is required to respect the following Ethical Principles1:
- Comprehensive and systematic inquiry: Consultant should make the most of the existing information and full range of stakeholders available at the time of the review. Consultant should conduct systematic, data-based inquiries. He or she should communicate his or her methods and approaches accurately and in sufficient detail to allow others to understand, interpret and critique his or her work. He or she should make clear the limitations of the review and its results.
- Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
- Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.
- Respect for people: Consultant respect the security, dignity and self-worth of respondents, program participants. Consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age and ethnicity.

- Relevance of proposed methodology
- Quality of proposed methods and quality control measures.
- Qualifications of the candidate(s).
- Proposed budget in relation to proposed methodology, deliverables and team.
