MEAL Manager

Join PIN Armenia as a MEAL Manager and become a vital part of our Monitoring, Evaluation, Accountability, and Learning (MEAL) team! In this role, you will coordinate all MEAL processes and activities across our Country Programme in Armenia. As the leader of the MEAL department, you will have the opportunity to create high-quality deliverables that align with both donor guidelines and PIN’s internal standards. This key position will require close collaboration with Programme Managers, the Emergency Team, the Desk Officer, and our advisors based at HQ, ensuring a holistic approach to our MEAL initiatives.

Main responsibilities 

Monitoring, Evaluation, and Learning System Management

  • Take charge of MEAL activities for PIN Armenia projects, ensuring they stay on track with established objectives.
  • Develop and uphold monitoring and evaluation systems that guarantee a seamless flow of accurate data.
  • Lead thorough evaluations with a keen focus on data quality and insightful analysis.
  • Maintain data integrity and reliability across all projects to foster trust and accuracy.

Data Collection, Management, and Analysis

  • Assist in crafting robust tools and methods for effective data collection.
  • Ensure data is managed securely, adhering to protection laws and standards.
  • Mitigate risks while implementing quality assurance protocols for data processes.
  • Oversee the verification of beneficiary data, introducing innovative tools such as Activity Info.

Accountability and Feedback Systems

  • Contribute to the design of effective accountability mechanisms.
  • Work collaboratively to ensure that accountability data enhances the quality of interventions.

Team Management and Capacity Building

  • Oversee and mentor the MEAL team in all aspects of data tasks.
  • Boost the team's proficiency in data management and quality assurance practices.
  • Organize learning events and workshops aimed at capacity building.
  • Encourage the sharing of MEAL data insights to foster improved outcomes.

Monitoring Partner MEAL Activities

  • Supervise partner MEAL activities, ensuring they adhere to established standards.
  • Offer technical consultancy to enhance data collection and analysis efforts.

Strategic Inputs and Proposal Support

  • Provide valuable MEAL inputs for project proposals and review Logframes/Theory of Change.
  • Evaluate project budgets to confirm sufficient resources are allocated for data tasks.

Linkage with Program Design and Adaptation

  • Ensure that MEAL findings play a crucial role in accountability and program adaptation.
  • Collaborate to refine strategies based on insights gained from monitoring and evaluation activities.

Requirements

Education & Experience

  • A Bachelor's degree in social sciences, statistics, or a related field is required.
  • At least 3 years of hands-on experience in MEAL within humanitarian and development initiatives, with a minimum of 1 year in a leadership role.
  • Familiarity with donor guidelines and experience navigating multi-donor environments is an asset.

Technical Skills

  • Proven experience in crafting and managing data collection tools, including surveys, focus group discussions (FGDs), and interviews.
  • Understanding of accountability measures and feedback channels.
  • Experience with Activity Info or similar database management systems.
  • In-depth knowledge of data protection and ethical practices in data management.

Management & Leadership Skills

  • Exceptional team management abilities and a track record in capacity-building.
  • Strong communication skills for effective reporting and data presentation to varied audiences.
  • Expertise in engaging with stakeholders, including senior management, donors, and partners.

Personal Attributes

  • Outstanding analytical and problem-solving capabilities.

Languages

  • Fluency in English (both written and spoken) is mandatory.
