OVERVIEW
The CDC Foundation seeks a Maternal and Child Health (MCH) Program Analyst to support the Title V Maternal Block Grant Five-Year Needs Assessment and development of the State Action Plan. Title V is one of the longest lasting federal block grants that direct funds to states and territories to support the needs of families and children. Every five years, states and territories must complete a needs assessment to inform their state action plan. The MCH Program Analyst will work closely with the Title V Coordinator to evaluate health outcomes of a variety of MCH populations across Massachusetts to inform the needs assessment process and state action planning. They will coordinate and conduct stakeholder engagement, analyze qualitative and quantitative data, summarize findings into accessible reports, support data-informed action planning with diverse stakeholders, and assist with submission of the Title V Annual report to the Health Resources and Services Administration (HRSA).
MINIMUM QUALIFICATIONS
Analytical
•Proficiency with Excel and statistical software to conduct statistical analyses.
•Proficiency with basic analytical procedures including but not limited to generating frequency distributions, calculating summary statistics, producing cross-tabulations, performing group-wise comparisons, etc.
•Proficiency with mixed-methods research including surveys, focus groups, content analysis, and analysis of administrative and observational data.
•Ability to draw conclusions from analytical results, work with collaborators to make recommendations related to those results and develop action plans.
•Experience identifying appropriate measures for evaluating action plans and recommending approaches to evaluation within the constraints of available data.
•Experience communicating analytical findings to lay audiences through written reports and presentations.
•Experience in conducting needs assessments and gap analyses, and in conducting organizational assessments especially regarding maternal and child health.
•Understanding of how social and structural inequities impact outcomes across intersecting lines of identity and power, and experience conducting analyses that can identify and address the resulting disparities.
General Technical
•Strong general computer skills.
•Proficiency with MS Office including Excel, Word, Outlook, PowerPoint, Teams, Forms, and OneDrive.
•Ability to maintain confidentiality of sensitive data.
•Experience developing web-based surveys with various question formats, data validation, and branching logic.
•Experience developing and using project management tools, including workplans, tracking tools, and reporting.

•Background in maternal and child health.

RESPONSIBILITIES
Under the direction of the Maternal and Child Health Policy and Program Manager, this role will support the implementation of the Title V Maternal and Child Health Block Grant 5-year needs assessment and development of the 2025 to 2030 Title V State Action Plan. Responsibilities will include:
•Serve as project manager for the Title V Needs Assessment and State Action Plan activities that require coordinating diverse partners and collaborators.
•Assist with planning, facilitation and coordinating follow up of Title V Workgroup Meetings.
•Coordinate data and narrative reporting for the Title V Annual Report from programs across MDPH.
•Analyze qualitative and quantitative data on the health outcomes of a variety of MCH populations across Massachusetts.
•Organize and conduct key informant interviews with individuals or groups who work with the MCH population (e.g., community-based organizations, schools, universities, physicians, hospital administrators, and MDPH staff).
•Assist in organizing and conducting approximately two in-person or virtual town halls.
•Organize and conduct a survey for focus group attendees, key informants, and town hall attendees to inform state action planning.
•Develop summary reports of data (e.g., community profiles, data dashboards) to share with external and internal stakeholders to inform action planning.
•Support Title V workgroups and partners to use data to develop SMARTIE objectives, strategies, and performance measures for the State Action Plan.
•Support efforts to apply a racial equity lens to the needs assessment and state action plan.
•Use innovative methods to ensure that community voices (e.g., families and service providers) are included in the planning and implementation process.
•Assist in the writing and submission of the Title V Needs Assessment and 2025 to 2030 State Action Plan.
