Job Purpose:
Responsible for managing IO’s Lifecycle Asset Management Planning (LAMP) business offering to client ministries, agencies and broader public sector.
Liaise with client customers to leverage IO’s base-building reinvestment methodologies, resources and tools for application with customer client responsibilities and associated building components, to develop evidence-based decision-making information to support project tactical plans and budget submissions.
Establish synergies and lead process improvement initiatives and ensure the continuous improvement of the LAMP initiative.
Lead and support a team of LAMP advisors by providing oversight to manage service providers in the collection of condition, functional and utilization metrics.
What You Will Do:
- Manage the growth, development, implementation and continuous improvement of the LAMP initiative, leveraging base-building methodologies, resources and tools.
- Develop an on-going business plan to market and grow the LAMP program.
- Work with the appropriate internal IO stakeholders to ensure a seamless on-boarding of new client ministries to the LAMP initiative.
- Work with the Asset Renewal Management and Realty Estate Client Advisory Teams to develop and continuously improve the resources, business processes and workflows for the LAMP business offering.
- Participate in continuous improvement of base-building asset renewal management, ensuring that enhancement to LAMP initiative have no adverse effects.
- Develop and conduct client customer training sessions, to maximize benefits of the LAMP initiative with the client customers.
- Maintain professional and technical knowledge of building systems and leasehold improvements life cycle costing for asset management by attending and promoting educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Maintain quality service by developing and implementing quality and customer service standards, analyzing and resolving quality and customer service problems; identifying trends; recommending process and system improvements.
- Take the lead in working with IO Legal, to document and facilitate service agreements between IO and the Clients, as well as with the IO service providers; escalate to the Director as required.
- Accomplish financial objectives by forecasting requirements; preparing an annual budget; reviewing invoices; analyzing variances; initiating corrective actions.
- Manage and increase effectiveness, efficiency and consistency in delivery tools, through development and continuous improvement of reporting and software system enhancements.
- Represent Infrastructure Ontario with potential new customers of LAMP business offering and negotiate approvals.
- Work closely with the Director, LAMP to ensure program requirements are captured appropriately in IO’s Asset Management Information System (AMIS) .
- Support organizational and service provider cross-functional relationships and synergies to align strategy, targets, and lessons learned to realize continuous improvement.
- Lead the negotiation of service agreements with Clients, to ensure their program needs are met, achieving good value for money and covering all of IO costs.
- Provide leadership to a team of professionals responsible to provide oversight and analytical support in the delivery of leasehold asset management planning, for client customers.
- Build, develop and motivate a team of real estate professionals that provide value by adding high quality services and consistently work to build and enhance relationships and prominence as a reliable business partner.
- Determine work priorities and assign work for staff, including management of internal and external work requests.
- Accomplish team results by communicating job expectations; set performance standards, review staff performance and provide feedback to staff on a regular basis.
Who We're Looking For:
- Post secondary degree or diploma in business, architecture, engineering, project management or a related field, or equivalent business/project development experience.
- Solid knowledge in building condition assessments, construction project development and implementation, and associated municipal approval processes.
- Knowledge of applicable legislation, including building codes, municipal by-laws, environmental legislation, heritage standards and guidelines, and Occupational Health and Safety legislation.
- Strong understanding of asset management with a focus on life cycle costing, capital planning and applicable performance metrics.
- Excellent analytical skills with a clear understanding of business practices; comfort dealing with technical, legal and financial data.
- General understanding of government protocols/operations.
- Proficient in the Asset Management Information System software and Microsoft Suite Office products.
- Knowledge of issues, liabilities, risks and mitigation strategies involved in asset and property management process.
- Excellent negotiation skills to manage consultants, internal and external stakeholders and amend third-party service agreements.
- Experience leading and managing small team and manage ongoing project discussions with stakeholders.
The hiring range for this position is $94,000 to $135,000, with a corresponding job level of P5.
