General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

Working within the GOAL Syria Investigation Department, the main function of the Investigation Officer (IO) is to ensure that the investigation systems inside Syria - North Aleppo are implemented effectively for all kind of allegations (Serious, Sensitive and Safeguarding).

The IO’s workload will be to ensure that GOAL’s investigation process follow the complete steps and reports summarised promptly, as guided by the line manager.   Oversee that the investigation data are properly managed and documented into the investigation record in close coordination with the team inside Syria as well as the Investigation team based in Jordan/Türkiye. Support the IC on developing and updating investigation strategies, plans and approaches. Follow up on the serious, sensitive and safeguarding complaint’s committees’ recommendations, including engaging with GOAL field stakeholders to collective information in high confidential environment. A part of the role may be to coordinate with GOAL’s Partner organisations on their investigations to provide the field support needed to emphasize the investigation process within partners AoO.

Lastly the IO will be responsible to provide and manage the Serious, Sensitive and Safeguarding categories paying attention to accountability, CHS standards, IHL, humanitarian principles and guaranteeing that all stakeholders interviewed are dealt in a respectful, dignified manner ensuring confidentiality through all the processes.

Duties, objectives and competencies

General Process:

  • Effectively plan, timely and survivor-sensitive investigations into Safeguarding allegations including but not limited to sexual misconduct, sexual abuse and exploitation, sexual harassment and child abuse.
  • Ensure all kinds of allegations (Serious, Sensitive and Safeguarding) received from the line manager are logged, segregated and entered into the investigation record in a timely manner.
  • Work closely with his/her line manager to develop and manage investigations processes, ensuring they are performed in a discreet and confidential manner and with the highest levels of efficiency using the investigating tools and methodologies including:
    • Conducting field enquiries (such as site visits and surveillance).
    • Contacting concerned parties to obtain records and gather information as required during the course of an investigation.
    • Conducting interviews with concerned parties, keeping all parties safe.
    • Conducting research up to line manager requests.
    • Full review of the related documents.
  • Ensure updating INV plans through the investigation exercise that’s found an extra step needed and receive needed approval on the extra steps requested.
  • Ensure all the steps are committed.
  • Manage the security and storage of information, evidence and documents related to investigations.
  • Assist the line manager with the preparation of the investigation plan as needed, in strict confidentiality and managing risks in a manner that protects concerned parties of an investigation.
  • Liaise with internal and external parties including other local authorities and programme stakeholders, as necessary to ensure the effective, efficient and safe functioning of the investigation process with keeping all information confidential and secure without sharing any allegation details.
  • Ensure recommendations are cross checked with updated standardized operation procedure, memorandum, contracts and any other relevant documents.
  • Ensure proper records and filing of investigation data such as allegation, type of allegation, process, findings, recommendation and management of data and documents.
  • Submit comprehensive and timely investigation reports upon finalization of any investigation or enquiry, outlining results and recommendation based on the findings.
  • Provide technical support to GOAL’s support teams that accompany the INV officer when it is needed.
  • Undertake any other related duties as assigned from time to time by line manager.

Learning:

  • IO will make sure of capture all gaps found during the investigation process to the related department then document it within the INV report.
  • IO will make sure all points related to specific departments are shared within the report in proper way.
  • IO will draft a quarterly report for each program on learnings from investigation cases that he/she worked on.

Requirements (essential)

  • Bachelor’s or institution degree in social, Humanities, Human Rights, law or other relevant fields.
  • At least 3 years’ experience in humanitarian field.
  • At least 2 years’ experience in Protection, MEAL, Programme Quality and/or Programme.
  • Demonstrated ability to engage in Strategic Thinking and good knowledge of the complaints, proceeding a method of evidence handling.
  • Commitment to beneficiary accountability, humanitarian ethics, child protection and gender.
  • Strong experience with writing and establishing reports.
  • Demonstrated experience working with data analysis and presentation tools and programmes (Microsoft Office, CommCare, PowerBI).
  • Very good interpersonal /relationship management skills.
  • Patient, able to work under high pressure.
  • Willingness to live and work in Syria, Azaz.
  • Ability to pay attention to details and to ensure accuracy and competence of all investigative assignments
  • Fluency in Arabic.
  • Good English Skills, Good English written, and oral competency required.
  • Strong understanding of accountability, CHS standard, humanitarian principles and IHL.

Requirements (desired)

  • A higher bachelor’s degree level (such as Master or a specialized technical Degree) in a Social, Humanities, Human Rights, law field.
  • At least one year demonstrated related experience in conducting investigations (Audit, compliance).
  • Familiarity with anti-fraud policies. 
  • Certificate with CHS, Data Protection, and IHL.
  • Experience in Monitoring and evaluation, accountability, and/or internal audit functions.
  • Academic or work Experience in interviewing, negotiation, or community /social affairs.
  • Knowledge of GOAL programmes.
  • Prior experience working with GOAL.
  • Kurdish and/or Turkish language skills is a plus.
