General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Information Provision Officer (IPO) will support GOAL’s Accountability and Transparency activities. GOAL is committed to ensuring that all community members, including beneficiaries, have access to accurate and relevant information about our activities. The IPO will coordinate the various information provision channels to achieve this goal, including collecting, summarizing, and developing audio and visual content, and supporting innovative methods to enhance information sharing with the community.

The IPO will report directly to the Accountability Deputy Coordinator and will coordinate closely with accountability colleagues and other departments to ensure timely and accurate transparency activities.

Duties, objectives and competencies

  • Work closely with the Accountability Deputy Coordinator to identify the information needs of the community and develop an information provision strategy to address these needs.
  • Continuous communication with various programs and departments to obtain the information and updates that are required for the target communities.
  • Maintain and generate content for all GOAL Information-Provision channels, ensuring they remain up-to-date and accurate.
  • Produce graphic designs for posters, flyers, and other materials to visually share information about GOAL’s activities.
  • Develop and produce audio and video messages to be shared through various platforms, including social media and community speakers.
  • Collaborate with Outreach Teams to train and support them in targeted information provision efforts, supplying them with precise and relevant messages about GOAL’s work.
  • Develop and maintain a messaging system for sharing information with community stakeholders, including Local Councils and Mukhtars.
  • Analyse the effectiveness of information provision channels and testing new ways to share information, such as improved use of posters, mobile/static speakers, information provision volunteers, and digital tools.
  • Ensure proper record-keeping and reporting of accountability data related to transparency activities and report on relevant accountability indicators as requested.
  • Develop and maintain a feedback loop with community members to assess the effectiveness of information provision efforts and adjust strategies as needed.
  • Develop and implement crisis communication strategies to ensure timely and accurate information dissemination during emergencies.
  • Support in developing the Information Provision content in AAP training materials.
  • Ensure effective communication and information flow among accountability departments (verification, CFM, outreach) and program departments.
  • Support community engagement efforts by innovating.
  • Any other relevant tasks required by the line manager.

Essential Requirements:

  • 3rd year student or college degree (Diploma) equivalent to 2 years university.
  • At least 5 years of experience in the NGO or humanitarian sector,
  • A minimum of 3 years in a role related to information provision or media.
  • At least 3 years of experience as a GOAL staff member.
  • A minimum of one year experience in administering social media platforms, pages, or channels, and developing content for them.
  • Demonstrated experience using tools for graphic, audio, and video design.
  • Full professional competency in Microsoft Office suite.
  • Knowledge and experience using Power BI or similar tools.
  • Excellent visual design sense regarding the clear and accurate presentation of information.
  • Strong analytical and reporting skills.
  • Excellent Arabic language skills (spoken, written, and reading).
  • Strong understanding of humanitarian principles, and familiarity with Accountability to affected population and the Core Humanitarian Standards (CHS).
  • Proven experience in capacity building and training others on new concepts or tasks.
  • Ability to explore new ideas.
  • Strong interpersonal skills and the ability to work as part of a team as well as independently.
  • Ability to manage a demanding workload and remain calm under pressure.

Desired Requirements:

  • Good English language skills (spoken, written, and reading).
  • One year of experience in accountability activities.
