The ICT Project Operations & Compliance Manager is responsible for the successful management of EU-funded ICT projects, overseeing mainly operational but also some technical aspects. This includes project planning, financial tracking, legal compliance, and contribution to simpler technical deliverables such as documentation and progress reports. The role also involves managing legal documentation and ensuring eligibility of proposals and ongoing projects for cost allocation and progress monitoring tasks. This individual must have a balance of project management skills, basic technical understanding, and excellent administrative and compliance knowledge.

Project Planning and Execution:
- Develop and maintain project timelines, deliverables, and milestones, ensuring project execution aligns with EU-funded requirements.
- Collaborate with technical teams to assist with setting up technical deliverables such as table of contents, document covers, and progress tracking for simpler tasks.
- Ensure project documentation and manuals are prepared in alignment with project guidelines and requirements.

Administrative and Compliance Tasks:
- Handle all legal and administrative compliance requirements to meet EU structural funds regulations.
- Prepare and upload necessary documents to Proposals/Projects MIS (Management Information System).
- Ensure the collection and submission of legal documents, such as declarations and certificates, required for the eligibility of proposals and ongoing projects.
- Maintain detailed and accurate records of project-related expenses, performing data entry into the appropriate systems.
- Contribute to legal and compliance documentation related to project expenditures and proposal eligibility.

Technical Deliverables Support:
- Support the creation of project deliverables, including assisting in the preparation of manuals, technical reports, and administrative guides.
- Assist in tracking and checking the progress of technical tasks to ensure milestones are met.
- Provide input in the preparation of simpler technical documentation as required by the project.

Financial Management and Reporting:
- Collaborate with the accounting department to verify and allocate project expenses in line with EU regulations.
- Monitor budgets, create expense reports, and ensure all financial documentation aligns with project objectives.
- Produce clear, detailed Excel-based reports on planned tasks, expenses, and progress toward project completion.

Legal and Regulatory Compliance:
- Prepare and ensure the submission of all legal documents required for project eligibility and compliance with EU regulations.
- Coordinate with legal departments to gather necessary documents, ensure accuracy, and maintain comprehensive records of compliance.
- Engage with managing authorities and other stakeholders to facilitate smooth communication and compliance with all regulatory requirements.

Team Communication and Coordination:
- Act as the central point of communication between technical teams, legal and financial departments, managing authorities, and senior management.
- Facilitate meetings and ensure all stakeholders are updated on project progress and compliance.
- Provide reports and updates to project stakeholders on technical deliverables, timelines, and budget tracking.

Documentation Management:
- Oversee the preparation and submission of project reports, manuals, and compliance documents.
- Ensure all necessary documentation is archived, organized, and accessible for audits or evaluations.
- Develop and maintain detailed project records, including progress reports, financial statements, and legal declarations.

Risk Management:
- Identify and report on potential risks related to project execution and compliance.
- Take corrective actions to mitigate any risks or issues identified, ensuring project deliverables remain on track.
- Bachelor’s degree in Information and Communication Technology (ICT), Business Administration, or a related field.
- Certifications such as PRINCE2, PMP, or similar are a plus.
- 3-5 years of experience in project management, preferably in EU-funded projects or public sector projects.
- Experience in managing both technical and administrative aspects of ICT projects.
- Demonstrated experience in handling legal documents, compliance, and eligibility procedures for EU projects.
- Solid understanding of both operational and technical aspects of ICT project management.
- Excellent proficiency in Microsoft Excel for financial tracking, report generation, and data analysis.
- Strong organizational skills with the ability to manage both the technical and compliance aspects of the project lifecycle.
- Knowledge of legal compliance for EU structural funds projects and the ability to manage the preparation of declarations, certifications, and project-related documents.
- Strong communication skills to interact with technical teams, managing authorities, legal departments, and senior management.
- Strong problem-solving abilities, particularly in managing project risks and compliance issues.
- Excellent interpersonal and communication skills to effectively manage relationships with stakeholders.
