Job Purpose:
- To effectively manage HSSE elements of Supply & Distribution so as to achieve the company’s targets
- To regularly inspect depots & customer sites to ensure compliance with HSSE Control Framework manuals
- To liaise with Depot Managers on all HSSE related matters
- To develop a pro-active safety culture amount staff, contractors and customer sites staff
- To provide support on HSSE to the depots and engineering
- To train contractors and staff on HSSE
- To maintain and update the Road Transport and Depot HEMP and keep them Live
- Contract safety management
- To provide any other support in HSSE as may be directed by the HSSE Manager
- Update HSSE Dashboard in the Depot
Principal Accountabilities:
- To ensure that all incidents and accidents incurred within the Business Units are investigated, evaluated and reported in accordance with the VEN reporting procedures
- Conduct PTW internal Audit and ensure all process safety remedial actions are closed
- Create with the Business Manager, develop Action Plans to support the delivery of these targets and monitor HSSE performance to ensure continuous improvement of HSSE management system and its implementation by the contractors
- To ensure that all HSSE data for the appropriate Business Units is consolidated and submitted to VE HSSE Manager for validation and input into isometrix system by the last working day of each month within the designated timeline
- To investigate of all incidents and accidents in all depots and sites in a professional manner using the basic TRIPOD methodology
- To ensure that any learning which results from incident and accident investigation shared with other businesses within the country and with the contractors Team and follow-up on action close-out
- To monitor legislative and regulatory changes and keep the VEN advised of any changes which are likely to impact upon their activities and operations. Ensure that the business operates in accordance with the legislation and regulations
- To work with the other members of the Business Unit Team to implement the relevant HSSE Management System, particularly concentrating on closing out the Remedial Action Plan (RAP) items and keeping the HEMP alive
- To work with the Business Unit Teams to implement all VEN Standards but paying particularly attention to the Health Standards and the Security Standards
- To complete risk assessment together with the team and review permits ensuring that all required controls are adhered to
- To provide basic HSSE training including induction to Permit Holders, contractor team members in line with the VEN HSSE Competency Requirements
- To prepare and monitor implementation of the annual HSSE Plan
- Carry out site and PTW inspections during high risk work and produce remedial actions, follow up on closure
- Responsible for follow up of the audit reports from independent audits
- To support the team to undertake contractor Greenbanding audits and to assist contractors in closing the Greenbanding audit action items timeously
- Support retail and B2B NERA, VTR and Form 16 completion as well as the DRBT assessments
- Support contractors in preparing for HSSE performance reviews
- To manage personal safety including VEN driving standards when driving
- Support the team in carrying out HSSE MS reviews annually and producing yearly HSSE Plan
- Maintenance and update of Supply & Distribution Hazards and Effects Management Processes (HEMP)
- Scheduling and ensuring execution of training programs for contractors and staff
- Prompt and accurate reporting of monthly, quarterly and annual HSSE data
- Collating reported Potential Incidents in Distribution and Following up close-out
- Provide HSSE Support to the depots and contractors
Requirements
- The ideal candidate should be a dynamic HSSE Professional with significant practical experience in operations and/or engineering.
- The incumbent should have a technical/Engineering degree (mining, mechanical and/or civil) (NQF Level 7)
- Certification in OHSMS ISO 45001:2018; EMS ISO 14001:2015; QMS ISO 9001:2015 and/or IMS will be an added advantage.
- International Technical Certificate in Oil and Gas Operational Safety (NEBOSH) is an added advantage.
- At least 4 years of relevant experience
- Significant experience in depot operations &/HSSE for oil & gas
- Experience in contractor safety management is an added advantage.
- Knowledge and experience of VEN HSSE Policies & Practices, including HSSE-MS and Greenbanding process requirements.
- Experience of contractor management
- Knowledge of Personal Safety,
- Understanding of the Isometrix reporting system
- Knowledge of the Assurance process – HSSE inspections / Audits
- Knowledge of risk assessments tools (environmental, security, safety and Health) Audit, Basic TRIPOD Investigation and hazard identification skills
- Experience of providing HSSE training
- Knowledge of HSSE in construction, Fuels businesses.
- Knowledge of Emergency Plans & Drills
- Computer Knowledge – Excel; Power Point and Word – and good communication & interpersonal skills
- Safe Systems of Work – PTW / Gas Testing
- Incident / Accident – Investigation and Reporting
- Must be fluent in an appropriate language for the countries to be supported (i.e. English)
