About the Role
The HR Operations Lead is responsible for overseeing and managing all HR operational activities within the organization. This role involves leading a team of HR operations professionals to ensure the effective implementation of HR processes, compliance with regulations, and the optimization of HR systems. The HR Operations Lead will work closely with senior leadership to align HR operations with the strategic goals of the company, driving efficiency and continuous improvement across all HR functions.
Key Responsibilities
- Leadership and Team Management
- Lead, mentor, and develop the HR Operations team, fostering a high-performance culture.
- Assign tasks, set performance goals, and monitor progress to ensure the team's effectiveness.
- Provide guidance and support to team members on complex HR issues.
- HR Strategy and Operations Alignment
- Collaborate with HR leadership to align HR operations with the overall HR strategy and company goals.
- Develop and implement HR operational strategies that improve processes and increase efficiency.
- Ensure HR operations support key business initiatives and organizational growth.
- Payroll and Benefits Oversight
- Oversee the payroll function, ensuring accuracy, compliance, and timely execution of payroll processes.
- Manage benefits administration, including vendor relationships, plan design, and employee communication.
- Ensure that all compensation and benefits programs are competitive and aligned with company objectives.
- Compliance and Risk Management
- Ensure that all HR operations comply with local, state, and federal labor laws and regulations.
- Conduct regular audits of HR processes and systems to identify and mitigate risks.
- Maintain up-to-date knowledge of legal requirements and best practices, implementing necessary changes.
- HR Systems and Technology Optimization
- Lead the implementation, maintenance, and optimization of HR systems (e.g., HRIS, ATS, payroll systems).
- Drive system enhancements and upgrades to improve HR operations efficiency.
- Analyze HR data and metrics to inform decision-making and strategic planning.
- Process Improvement and Efficiency
- Continuously assess and improve HR processes, identifying opportunities for automation and streamlining.
- Develop and enforce standard operating procedures across all HR operational functions.
- Lead initiatives to enhance employee experience through improved HR service delivery.
- Employee Relations and Support
- Serve as a senior point of contact for escalated employee queries and issues, providing expert advice and solutions.
- Ensure the HR Operations team provides timely and effective support to employees and managers.
- Budget Management
- Manage the HR operations budget, ensuring cost-effectiveness and alignment with company financial goals.
- Monitor spending, analyze variances, and implement cost-saving measures where possible.
Qualifications

Education: Bachelor’s degree in Human Resources, Business Administration, or a related field; Master’s degree preferred.

Experience: 7+ years of experience in HR operations, with at least 3 years in a leadership or managerial role.
- Skills:
- Strong leadership and team management abilities.
- Extensive knowledge of HR processes, systems, and compliance requirements.
- Proficiency in HRIS, payroll software, and data analysis tools.
- Excellent problem-solving and decision-making skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong communication and interpersonal skills, with the ability to influence stakeholders.
- Language:
- Proficiency level in English and Japanese.
Preferred Qualifications:
- Experience in a high-growth or startup environment.
- Experience with global HR operations is advantageous.
- Familiarity with labor laws and regulations in Japan.
