HR Business Support Manager

Position Description – Purpose 

 The HRBSM Responsible for delivering HR operational excellence for the OU in the areas of recruitment, learning, performance management and competence development on all delegated recruitments. Accountable for delivering HR KPI’s at requested level. Support the coordination of activities of the HR general services. Support to the business for all HR matters as delegated by the HR Manager.

Principal Accountabilities

  • To serve as the primary delegated point of contact for general queries and issues, relating to all HR processes, providing advice in line with policies.
  • Assist the HR Manager for effective coaching and education of line managers and staff on talent development and learning interventions in order to enhance effectiveness of the process within the OU.
  • Responsible of new joiners formalities, update staff movements (termination, transfer etc.), ensure that employees records are properly updated
  • Manage security enrolment (ID, Email address etc) and full registration of all new joiners & exited staff.
  • Support deliver talent requirements for the OU by implementing resourcing plans, effective roll out of the attraction and recruitment strategy in order to meet recruitment targets; effective use of resourcing tools and forums such as internal resourcing, recruitment agencies, career fairs, structured interviews and coordinating assessment centres and in line with Diversity & Inclusiveness.
  • Responsible for administering successful placement and effective on boarding of new recruits through implementation and monitoring of the group programme (including functional on boarding).
  • In coordination with the HR Manager, implement relevant talent development strategies and actions, through effective use the group products relating to competencies and leadership programs, while monitoring the effectiveness of these products.
  • Create a learning culture within the OU; responsible for implementation of learning processes and tools, collecting learning needs, learning gaps identification, sourcing and implementing learning programmes; development, communication and monitoring of learning calendar, monitoring effectiveness and support implementation and use of tools such as Competency frameworks and leadership interventions.
  • Manage OU talent reviews, analysis of work force profiles and development of remedial strategies. Provide all the necessary data for the exercise.
  • Accountable for performance management process within the OU: communication monitoring and coaching to line managers and staff.
  • Responsible for data management and related reportings; learning delivery, vacancy tracker, leavers/joiners report, SRAs.
  • Ensure HR data integrity in HR MIS tool and act as data focal point for the central support team.
  • Manage relationship with external stakeholders such as recruitment agency, university, business school, learning providers, etc. for the graduate recruitment.
  • Responsible for timely monthly reporting to internal and external stakeholders for example manpower costs to finance as per SLA.
  • Process salary payment in a timely and accurate manner.
  • Process the statuary payments to the Mauritius revenue Authority without any penalties.
  • Administration and monitoring of 3rd party service providers including taxi, cleaning, catering, security to ensure all KPIs as per contracts are adhered to and level of service is up to standard.
  • Manage a team of office services personnel comprising of messengers, drivers, handyman to ensure service provided is up to standard.
  • Responsible for organising staff welfare activities such as end of year parties, diversity event and team building.
  • Accountable for Services Opex.
  • Manage any other request of the HR Manager.
  • Deputising for HR Manager during absence.

Requirements

Qualifications, Job Knowledge, Skills & Experience

  • Degree holder
  • At least 5 years experience
  • Knowledge and understanding of local labour markets and employment law regimes.
  • Excellent IT skills with a good understanding of HRIS.
  • Excellent presentation, facilitation, influencing and interpersonal skills.
