Position Title: HIV Surveillance Program Specialist
Location: Hybrid, Arizona
Position End Date: 12/31/24
Salary: $55,000-$65,000 plus benefits


Overview:

This position serves as an intermediate-level professional responsible for supporting the implementation of HIV surveillance program activities for the Office of HIV & Hepatitis C Services at the Arizona Department of Health Services. They include carrying out a complex range of investigative and analytical epidemiologic activities related to the surveillance, detection, and prevention of diseases and injuries. Works independently, or as an experienced team or project member, providing expertise for specific programs under the direction of higher-level staff.


Qualifications:

· Experience: One+ year(s) of experience working in an STD or HIV program, or other closely related programs.
· Experience: Experience serving Tribal Nations, Native Americans/American Indians, and other indigenous populations within Arizona.
· Language(s): Spanish Speaking proficiency (Upper intermediate - professional, preferred) oral.
· Valid Arizona State Driver’s license or ability to obtain one within 30 days of hire.
· Education: High school diploma or General Education Development (GED) equivalent. Preferred: A master’s degree or higher in epidemiology, public health, or related field from an accredited college or university.


Responsibilities:

· Developing and designing methods of collecting, analyzing, and disseminating data and requires general, and in some cases specific, understanding of program processes and methods for prevention, intervention, and control of public health problems;
· Implementing quantitative, qualitative, and mixed methods for public health practice;
· Applying findings to direct public health programs and recommend interventions and/or control measures;
· Interpreting and recommending evidence-based interventions and/or control measures in response to epidemiologic findings;
· Identifying and evaluating a wide range of health conditions within an assigned program;
· Conducting literature reviews for program planning, for preparation of publications, and for evaluation;
· Contributing to the development of and providing scientific and clinical guidance and
technical assistance to various public, private, and nonprofit health and health-related state and local agencies and organizations;
· Participating in internal and external committees and workgroups related to areas of expertise;
· Participating in after-hours activities including partner meetings, investigations, outbreak and emergency responses, as needed; and
· Employee will be expected to make independent decisions and judgements based on their educational and professional experience and training; this position maintains and shares information and data of a very confidential nature.
· Daily case management of all US States for patient information exchange and update.
· Receive out of state (OOS) calls regarding updates of eHARS cases that have moved to states outside of Arizona. Once the calls have been completed, the new information should be entered as an Adult or Pediatric Case Report Form into eHARS to decrease the RIDR list for the future release from CDC and improve timeliness and accuracy of incidence reporting weekly
· Receive weekly Soundex file from the Case Coordinator Epi (Heidi), schedule and complete out of state calls to determine whether a case has already been reported in another state and to determine where the first HIV diagnosis occurred.
· Receive semi-annual RIDR file that contains cases between jurisdictions identified by the Centers for Disease Control and Prevention (CDC), including duplicate cases, schedule and complete out of state calls to determine if they are the same person or a different person as needed
· Receive 5-year CIDR file from CDC which includes all cases in eHARS over the life of the system. The purpose of this list is to clean up previously unresolved RIDR pairs and catch any that were missed through the RIDR process.

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Arizona Department of Health Services, in order to best support the State of Arizona in their public health programming.  

This position is hybrid in Arizona. CDC Foundation retains the right to make adjustments to this as required.
