The primary responsibility of the QHSSE Implementer is to implement effective Product Quality Management (PQM) at the country level, aiming to enhance operational product quality performance across the supply chain and ensure the consistent delivery of cost-effective, fit-for-purpose products that align with our quality and performance commitments. Additionally, the role involves providing expert product quality advice and support to Supply, Distribution, Retail, and Commercial businesses, while also identifying and managing HSSE risks within S&D operations. The position is responsible for evaluating Supply and Distribution (S&D) HSSE performance, monitoring the implementation of the S&D HSSE Management System (MS), and driving HSSE excellence to achieve business success. Further, the role involves offering specialist guidance to S&D managers in fulfilling their HSSE responsibilities, fostering a culture of risk management within S&D, and developing necessary HSSE skills and competencies within the S&D workforce, including the design and delivery of training programs.

Position Accountabilities

  • Responsible for lubricants, fuels and bitumen product quality (including aviation and marine fuels) in the country, in an integrated manner from the supply source through distribution to Retail and Commercial customers and beyond (such as at large mines and other Commercial customers’ sites), to the customers’ tanks/equipment.
  • Responsible for the implementation of the relevant PQ Standards, Manuals and Procedures (as described in the Product Quality Management Framework (PQMF) in the country, for the purpose of strengthening PQ performance across the supply chain, minimizing the number of PQ incidents and mitigating their impact.  Particular focus should be applied to the quality of differentiated fuels.
  • Responsible for routinely reporting to OU leadership team and VE Quality Advisor (S&DM central team), on compliance performance in fuels QA practises (both general and differentiated products).
  • Responding for assessing current QA practises for the different supply chains in the OU where product is under VE control and determine the need for and agree on any additional QA measures (so-called Category B tests referred to in the VETOM).
  • Responsible for Product Quality Incident (PQI) reporting within the country and ensuring that all PQI are managed in accordance with the VE PQ Incident Management Standard, including the capture and monitoring (remedial/corrective actions) of any PQ incidents within the OU (using VE Isometrix system).
  • Responsible for reporting and reviewing PQIs at relevant management meetings and communicating learnings from PQ incidents.
  • Link with the VE Product Quality Advisor on latest PQ developments and requirements.
  • Managing VE controlled laboratories or test installations and staff.
  • Responsible for product quality related Regulatory compliance reporting.
  • Manage Operations’ QMS as per ISO9001:2015 and ensure certification is maintained.
  • Focal point for CADOPs and implementation of competency to build up depot HSSE and operational competence.
  • To assist depot and transport managers in Quality emergency response.
  • Facilitate HEMP, contribute to risk studies, identify controls and allocate responsibilities for control measures.
  • Following risk studies (HEMP), provide advice to achieve ALARP and its audit trail.
  • Contribute to management of HSSE risks in contract by ensuring that appropriate Specs/Clauses are included in tenders, provide assistance in executing HEMP during tendering, review of Contract HSE Plans, participate in pre-Execution HSSE workshop, pre-mobilisation audits and HSSE site inspections.
  • Agree on S&D HSSE targets and contribute to annual T&R process.
  • Facilitate investigation/analysis of all incidents, participate in reviews by Line Manager, follow-up recommendations and be responsible for effective cascading of LFIs (Lesson from Incidents).
  • Implement Vivo Energy HSSE Policies, procedures and Standards within S&D department.
  • Contribute to Emergency Response/Crisis Management Plans and participate in drills.
  • Identify training and development requirements in HSSE by conducting needs analysis.
  • Align HSSE training and development initiatives with business strategies and cultural initiatives.
  • Review S&D HSSE performance on a monthly basis, agree on corrective action plans with Line Managers and contribute to achievement of continuous improvement.
  • Provide support for annual HSSE assurance and monitor implementation of action items for continuous improvement.
  • Develop methods and tools to measure the impact and effectiveness of HSSE development and training initiatives, including the impact of the culture ladder.
  • Be the focal point for S&D ISO certifications.

Requirements

  • Graduate preferably in the field of Safety and Health.
  • At least two years working experience in the field of health and safety.
  • Knowledge of local safety and environment regulations such OSHA and related legislations.
  • Knowledge in ISO management systems is a plus.
  • Have a good knowledge of MS Office, particularly Excel and Power Point Presentation.
