The Myanmar Country Office in Yangon, Myanmar takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, resource rights, women’s empowerment, gender-based violence and peace & development.

 

The Head of Programme Quality and MEAL is a senior and strategic role for the Trócaire team. He/She will drive the development and implementation of Trócaire’s MEAL frameworks in Myanmar, ensuring programs are aligned with standards for quality and impact. Provide strategic insights to the Head of Programmes to inform program adjustments and innovations.

 

We have a portfolio of partnership programmes and have strong organizational commitment to quality and MEAL.  The HoPQ will also work closely with, the Head of Programmes (Yangon), Programme Managers who will be focusing on humanitarian, nexus, and development programming. We currently work with over twenty national and local civil society partners.

 

The Head of Programme Quality and MEAL (Myanmar) role will have 2 key areas of responsible:

The first will be strategic leadership of the Monitoring, Evaluation, Accountability and Learning (MEAL) unit, including line managing the MEAL team.  (which currently has 2 members) and the partner capacity strengthening team.

 

The second key area of responsibility will be to lead in the proposal development process and contribute to donor reports by offering insights into program impact and lessons learned including line managing the business development coordinator.

 

The candidate with the required experience and passion for the role, Trócaire offers a competitive package of salary and benefits.  Reporting to Country Director, this is a Fixed Term contract for 1 year with possibility of extension based on funding. The role is based in Yangon, Myanmar with travel to Chang Mai Thailand and is unaccompanied.

 

Roles and Responsibilities

Monitoring, Evaluation, Accountability, Learning and Reporting

  • Line manage, coach, and mentor the MEAL team to provide effective support to the Trócaire programme team and partners.
  • Lead the development and implementation of comprehensive MEAL systems with programme teams and partners, ensuring rigorous data collection and the achievement of desired impacts, with learnings systematically captured and utilized for program refinement.
  • Coordinate with the HQ MEAL team to ensure coherence between the country office and HQ, adapting global policies and guidelines to reflect local context and operational constraints.
  • Analyze findings to identify lessons learned and support programme teams and partners in using this learning to adapt and improve programs.
  • Collaborate with the MEAL team, Trócaire staff, consultants, and partner staff on programme baselines, endlines, and evaluations, documenting lessons learned through case studies and review workshops.
  • Lead the development of high-quality narrative reports for donors, working closely with the Head of Programmes, programme and MEAL teams to produce donor-ready reports.
  • Enhance accountability to communities within programmes and projects, focusing on strengthening community participation and ownership at every stage of the programme cycle.
  • Ensure coherence, synergy, alignment, and learning between the Myanmar country office and HQ by coordinating with the HQ Programme team.

 

Partnership Operational Support

  • Oversee capacity strengthening of partners in MEAL practices, equipping them with the skills and knowledge to contribute to and benefit from effective program evaluation and learning initiatives.
  • Support the Capacity Strengthening Coordinator in operationalizing the partner portfolio management system and ensuring coordination across programme and technical teams, ensuring all capacity strengthening efforts are based on needs and priorities for consistency and coherence.
  • Develop and implement accountability approaches in Myanmar for partners, such as partner surveys, feedback and complaint mechanisms,etc.
  • Clearly articulate Trócaire’s ‘added value’ to local partners in Myanmar, disseminating this both within the organization and to external stakeholders.

Proposal Development Leadership

  • Lead and work closely with the Head of Programme  on proposal development process in collaboration with programme, MEAL, and capacity strengthening teams, as well as local partners, to ensure a participatory and bottom-up approach. This process should integrate donor guidance,  local insights and align strategies with community needs, ensuring that proposals are grounded in local realities and enhance the effectiveness and sustainability of interventions.

 

Team Management

 

  • Line manage the MEAL team, Capacity Strengthening Coordinator, and Business Development Coordinator, ensuring alignment with Trócaire’s mission and values, and promoting programme quality and accountability.
  • Provide coaching and line management to the Partner Capacity Strengthening Coordinator to ensure effective support to the Trócaire team and partners, implementing the Trócaire Myanmar Partnership Strategy.
  • Line manage the Business Development Coordinator to ensure effective grant management, proposal development, design coordination, and the production of quality donor reports.
  • Ensure adherence to Trócaire’s policies and procedures, including admin/finance, HR, procurement and logistics, and security.
  • Foster a positive, collaborative, and enabling work environment, encouraging proactive information sharing within the office.
  • In coordination with the Country Director, monitor the security environment and implement appropriate safety and security procedures.
  • As a member of the Country Management Team, participate in strategic decision-making, oversee programme quality and management, manage resources, and foster a positive organizational culture.

Other

·         Fulfil other reasonable duties and responsibilities, as requested by the Country Director.

Requirements

Qualification:

Master’s Level qualification in social sciences, development studies or related area

 

Experience:

·         At least 5 years’ experience in programme monitoring, evaluation and/or development;

·         Experienced working with partners and in facilitating trainings

·         Experience of implementing results focused monitoring, evaluation and learning systems, and using results or logical frameworks. 

·         Previous experience of quantitative/ qualitative data management and analysis. 

·         Experience in participatory M&E approaches. 

·         Demonstrated commitment to international development/ justice work. 

·         Understanding of programme cycle management and Programme Quality theories, including M&E systems and Results Based Management and impact assessment. 

·         Experience working on humanitarian and development issues and contexts, preferably in the areas of Humanitarian, Sustainable Livelihoods, Resource Rights, SGBV and Women’s Empowerment.

 

Skills:

·         Technical skills to implement M&E in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing. 

·         Proposal development and report writing skills. 

·         Computer Skills: High level of proficiency in Excel, PowerPoint.  Good knowledge of IT systems such as cloud platforms, apps, Excel, databases. 

·         Facilitation, coordination and communication skills, with an ability to communicate to a variety of audiences. 

·         Ability to synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
